Private Collection Agency (PCA) Services Bridge

Background
The Bureau of the Fiscal Service (Fiscal Service), Disbursing and Debt Management (DDM) of the U.S. Department of the Treasury is responsible for collecting delinquent, non-tax debts owed to the United States.

This limited-sources justification seeks approval for an urgent and compelling fee-for-service bridge contract to The CBE Group (CBE) for Private Collection Agency (PCA) Services, which are critical to maintaining government operations and reducing the federal deficit.

The need for these services arises from ongoing legal challenges affecting existing contracts and the necessity to ensure continuity in debt collection efforts.

Work Details
The PCA Services required include:
- Collecting debt on a fee-for-service basis in a competitive environment with other PCAs, with accounts apportioned every two weeks based on performance.
- Maintaining nationwide licensing and bonding for debt collection services across all 50 states, DC, and U.S. territories.
- Providing large-scale debt collection services for multi-million-dollar referral portfolios.
- Collecting various types of debts including consumer and commercial debts, loans, fines, penalties, overpayments, and other administrative debts while complying with consumer protection laws.
- Ensuring secure data handling through IT infrastructure that meets NIST security requirements and can manage large datasets effectively.
- Maintaining technical capabilities for file processing and encryption to facilitate secure data movement.

Period of Performance
The contract will have a 3-month Base Period followed by three 3-month Option Periods, resulting in an overall period of performance from May 18, 2025, to May 17, 2026.

Place of Performance
The PCA Services will be performed nationwide across all 50 states, the District of Columbia, and U.S. territories including Puerto Rico, Guam, the Virgin Islands, Northern Mariana Islands, and American Samoa.
