The purpose of this amendment is to provide answers to questions from interested parties in reference to Solicitation N4215821QS036, Preventative Maintenance Program, Yearly Certification and Calibration, and Remedial Maintenance of Ovens and Furnaces (see QUESTIONS & ANSWERS section). All other terms and conditions remain unchanged.

This is a SOLICITATION for Preventative Maintenance Program (PM) Yearly Certification and Calibration (C&C), and Remedial Maintenance for ovens and furnaces. The Norfolk Naval Shipyard (NNSY) Contracting Department, Portsmouth, Virginia, intends to award a single award firm-fixed-priced (FFP) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for these services by utilizing the policies and procedures of Federal Acquisition Regulation FAR Part 13 - Simplified Acquisition Procedures and FAR Subpart 13.5 - Simplified Procedures for Certain Commercial Items.

The requirement will be solicited as 100% Total Small Business Set Aside. The NAICS code applicable to the procurement is 811310. The size standard is $8M. The FSC code is J036.

The solicitation number is N4215821QS036. The solicitation and all amendments issued will be in electronic form. Potential Offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available by downloading the documents at https://sam.gov/. This office will not issue hard copy solicitations.

All responsible and capable small business concerns may submit a quotation, which will be considered by the Government. By submitting a quotation, the Offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quotation. The Contracting Officer (the Government) reserves the right to conduct verbal or written communications/clarifications with the Offerors at any time prior to award. By submission of a quotation, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation. Lack of registration in the SAM database will make a vendor ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by visiting https://sam.gov/.

Questions. In order to ensure that all questions submitted by potential Offerors are answered prior to the solicitation closing date, one consolidated list of questions concerning the solicitation should be submitted via e-mail to the contracting point of contact, Mr. Cuffee at carl.cuffee@navy.mil and Mr. Rentsendorj at khosbayar.rentsendo2@navy.mil no later than 4:30 p.m. Eastern Standard Time (EST) on 6 September 2021. The Government reserves the right to respond or not respond to any questions received concerning this solicitation after the questions receipt due date and time above. Accordingly, Offerors are encouraged to carefully review all solicitation requirements and submit questions to the Government early in the quotation timeframe.

The Government reserves the right to request any additional supporting documentation, pricing information or quotations to be submitted electronically anytime during or after the solicitation. All electronic files shall be compatible with the current release of Adobe Acrobat and Microsoft Office Suite version 2010. The Offeror shall be responsible for ensuring that their electronic files/quotations are virus free. Quotations are due no later than 3:00 p.m. EST on 29 September 2021. Please submit your quotations to carl.cuffee@navy.mil and khosbayar.rentsendo2@navy.mil as specified in the attached solicitation.

The quotations shall be valid for ninety (90) days (at minimum).
