Description

The purpose of this notice is to seek sources and identify capabilities to obtain preventative maintenance services from industry. This is not a request for proposal and therefore no proposals are being sought at this time.

The contractor shall inspect and perform preventative maintenance of the equipment listed in the PWS once per year under both plans. The contractor shall schedule preventative maintenance visits shall be scheduled with AFCEC/CXA. During preventative maintenance calls, the contractor shall provide cleaning, alignment, and other necessary maintenance to keep the equipment operational. Labor, travel, living expense, and major parts needed to service the equipment during preventative maintenance visits are included under the service agreement. The contractor shall be certified by Thermo to provide the listed preventive maintenance including any needed company proprietary software fixes that impact the operation of the system. Main plan details are listed in the PWS.

Background
The purpose of this contract is to provide preventative maintenance services for Thermo Fisher Scientific Instruments at the AFCEC/CXA facility. The USAF Installation Protection Program (IPP) aims to ensure that highly technical equipment remains operational and meets laboratory standards. The contractor will be responsible for maintaining various sophisticated instruments, ensuring their reliability and performance.

Work Details
The contractor shall perform the following tasks:

1. Inspect and conduct preventative maintenance on the listed equipment once per year under both the Unity Essential Support Plan and the Unity Limited Support Plan.
2. Schedule maintenance visits with AFCEC/CXA.
3. Provide cleaning, alignment, and necessary maintenance during visits to keep equipment operational.
4. Include labor, travel, living expenses, and major parts needed for servicing under the service agreement.
5. Be certified by Thermo to provide preventive maintenance and proprietary software fixes as needed.

Specific equipment includes:
- Gas Chromatograph-Mass Spectrometer (GC-MS), ISQ 7000
- Thermo Scientific TSQ Altis Plus Triple
- SEM FEI Quanta FEG 250

Unity Essential Support Plan features include:
- One scheduled preventative maintenance visit with a standard PM kit.
- Unlimited on-demand corrective maintenance visits with a maximum response time of 72 hours.
- Engineer labor and travel included.
- Factory-certified replacement parts provided.
- Priority technical support with a response time within 2 hours.
- Subscription to e-Support Online Technical Resources.

Unity Limited Support Plan features include:
- One demand on-site field service visit with a response within 5 days.
- Engineer labor and travel included for one demand visit.
- Factory-certified replacement parts during on-site service.
- One scheduled preventative maintenance visit.

Period of Performance
This is a 6-month base contract starting from September 15, 2025, with four one-year options extending through March 14, 2029.

Place of Performance
The contract will be performed at AFCEC/CXA, located at 139 Barnes Dr., Suite 2, Bldg. 1117 Tyndall AFB, FL 32403.
