Description

The United States Special Operations Command (USSOSOM) Directorate of Procurement intends to increase the ceiling of the Preservations of the Force and Family (POTFF) previously awarded contract, H9240019D0001, by $455,000,000.00 from $500,000,000.00 to $955,000,000.00. There would be no change in the existing contract period of performance of 23 Oct 2019 to 22 October 2026 as a result of this proposed action and all task orders will be issued at competitively awarded prices in accordance with the original award.

The contract provides personal, contractor-provided services and expertise resident within service teams to support USSOCOM POTFF programs in 22 specific labor categories within four major POTFF domains: Human Performance Program (HPP), Psychological Performance Program (PPP), Cognitive Performance Program (CPP) and Social Performance Program.

This program supports USSOCOM Commander's POTFF Program which includes USSOCOM Components and TSOCs across 29 geographic locations (CONUS and OCONUS). POTFF's aim to support USSOCOM Commander's priority PEOPLE and increase the physical, mental, and social capacity of the SOF warriors over their careers, decreasing the rate of physical and emotional injuries from all causes and significantly accelerating return to duty times as well as improving the short and long-term well-being of SOF warriors and their families and continually prepare, preserve, sustain and ultimately multiply USSOCOM's combat power.

An estimated additional $455M above the current contract ceiling amount is required to continue performance through the existing contract performance period. The increase will allow USSOCOM to maintain the current competed contract for the period of performance originally established.

Currently, USSOCOM has expended over 71% ($355M) of the maximum awarded ceiling amount ($500M) for contract H9240019D0001. Although the original solicitation planned for POTFF program growth in FY21 from 413 to 505, the POTFF program has increased to currently 692 positions (+27% growth). The POTFF program continues to expand to support the Command and we estimate an additional 30% growth through the end of performance period. This mission expansion has accelerated the rate of expenditure for POTFF support services.

The intended increase will ensure the POTFF support services are seamlessly supported while allowing adequate time and resources for a formal competitive source selection. To continue this critical and specialized support and avoid loss of services for the areas covered under the current contract, it is necessary to increase the maximum order amount of the KBR's POTFF contract from $500M to $955M under the authority of FAR 6.302-1.
