Description

FERC intends to procure Prescription Safety Glasses Direct Purchase Program. This procurement is a new requirement. The objective of this contract is to acquire a comprehensive prescription safety glasses service with the contractor providing a direct purchase ordering system, on a schedule that meets recommendations of applicable regulations and standards.

A more detailed description of requirements and period of performance dates are provided in the Price/Cost Schedule and in the attached Statement of Work (SOW). The FOB point and acceptance point for deliverables are destination to FERC employees, directly.

The government provided FERC's Prescription Safety Glasses Direct Purchase Program requirements, in the RFQ and SOW. However, if the Quoter does not believe it can achieve the requirements of the RFQ and SOW, then the Quoter may submit an appropriate solution that the Quoter believes is needed to achieve the results of the RFQ and SOW.

All Quotes must be submitted in Electronic Format via email to Lisa.Tillman@ferc.gov no later than 12:00 PM, Eastern Standard Time (EST) on Thursday, May 30, 2024.

Background
The U.S. Federal Energy Regulatory Commission (FERC) intends to procure a Prescription Safety Glasses Direct Purchase Program, which is a new requirement. The objective of this contract is to acquire a comprehensive prescription safety glasses service with the contractor providing a direct purchase ordering system that meets recommendations of applicable regulations and standards.

Work Details
The contractor must provide prescription safety glasses that comply with Occupational Safety and Health Administration (OSHA) regulations and American National Standards Institute (ANSI) standards to FERC employees who perform inspections in hazardous areas. The glasses must be provided directly to employees through an online ordering system, including a variety of frames for men and women, lenses in single vision and bi-focal, the option for transition lenses, and timely delivery within 15 calendar days from the purchase/order date. Additionally, the system should include the capability to set annual allowances or allotments and allow employees to pay for any cost over their allowance or allotment.

The contractor must also be able to manufacture prescription safety glasses or provide a large inventory of the same, conduct repair services on prescription safety glasses, provide quality customer service through their custom website, directly provide excellent quality control of all outgoing orders, fulfill orders and deliver a finished product within 15 calendar days of the purchase or order date, provide a wide selection of prescription safety glasses frames, and provide lenses in single and bi-focal vision as well as the option for transition lenses.

The period of performance dates are provided in the Price/Cost Schedule and in the attached Statement of Work (SOW). All Quotes must be submitted in Electronic Format via email to Lisa.Tillman@ferc.gov no later than 12:00 PM, Eastern Standard Time (EST) on Thursday, May 30, 2024.

Place of Performance
The locations where approximately 45 employees will use the direct purchase service are Atlanta, Chicago, Houston, New York, San Francisco, Portland, and Washington, DC.
