General Overview
The U.S. General Services Administration (GSA), Public Buildings Service, Northeast and Caribbean Region requires a general contractor for construction and upgrade of an existing chilled water plant at the Jacob K. Javits Federal Building in New York, New York.

This requirement is anticipated to be full and open to both large and small businesses. All responsible firms may submit a proposal.
This requirement will be a competitively negotiated acquisition governed by procedures in FAR 15. Source selection procedures will be used to select the proposal that represents the best value to the Government by using the trade-off process. All evaluation factors other than cost or price, when combined, are approximately equal to cost or price. A firm fixed price contract is
contemplated.

Tentative Dates:
. GSA anticipates issuing the Request for Proposal approximately on or about July 29, 2024. All information, amendments and questions concerning this solicitation will be electronically posted on SAM.gov.
. A Request for Proposal deadline and opening of proposals is expected to be around July 2, 2024.
. Contract performance shall be 365 calendar days / 12 months after GSA issues the
notice-to-proceed.
. The period of performance for this requirement is expected to be 425 calendar days (including 60 calendar days for contract close out following notice of Substantial Completion).
. The magnitude of construction for this project is between $30,000,000 to $40,000,000, inclusive of all options being considered.

Scope Summary:
. Upgrade of the existing water-cooled chilled water plant to include installation of two (2) 600 ton chillers, served by two (2) rooftop mounted cooling towers, with new 14 inch chilled water risers.
. Electrical infrastructure upgrades to include new distribution switchboard and electrical feeds to new equipment.
. Upgrade of a Building Management System.

. The following contract options are being considered for inclusion:
1. Installation of new emergency power generator.
2. Upgrades and new installation of supplemental cooling equipment within tenant occupied space.
3. A deduction for removal of switchgear distribution spare cubicle.

A Site Visit / Pre-Proposal Conference will be held for this procurement. The date and time will be set-forth in the Request for Proposal. Interested firms are highly encouraged to attend this conference. Interested firms must be registered in the System for Award Management (SAM), in order to receive a contract award.
