Please be informed that the subject solicitation has been amended. The purpose of this solicitation amendment is to extend the Request for Proposal (RFP) due date and time. In accordance with this solicitation amendment, proposals are now due 24 July 2024 at 10:00 AM Mountain Time. The following changes are also being incorporated into the current solicitation amendment:
1. Remove ATTACHMENT 2 - Electrical Drawings and replace with ATTACHMENT 2 - Geotechnical Reconnaissance Report.
2. Incorporate ATTACHMENT 6 - MLO Electrical Grounding Survey.
3. Incorporate ATTACHMENT 7 - Aerial Photography Existing Buildings.
4. Incorporate ATTACHMENT 8 - MLO Site Pictures.
5. Extend period of performance for this project from 365 calendar days to 730 calendar days from receipt of a notice to proceed.
6. Post Government answers to industry questions.

Background
The National Oceanic and Atmospheric Administration (NOAA) has issued a solicitation for the Power Infrastructure and Solar System Upgrade Project at the Mauna Loa Atmospheric Baseline Observatory (MLO) site in Hawaii. The MLO site is a premier atmospheric science site, conducting over 250 daily climatological measurements and housing high-profile data sets, such as the 'Keeling Curve' documenting the rise in global carbon dioxide levels. The site is located at an altitude of over 11,200 feet on the north flank of the Mauna Loa volcano, accessible via an 18-mile one-lane access road from Saddle Road.
The site's scientific measurements represent global background conditions for atmospheric research, requiring precise safeguarding against indoor room air and local site contamination.
Work Details
The contract includes various construction tasks, such as power infrastructure distribution design and installation, solar and battery storage tower building, ground-based solar systems with battery backup, and cement pad installation. The contractor is responsible for providing all design effort, work planning, labor, materials, equipment, permits, transportation, and performance of all operations necessary to perform the work described in accordance with the Statement of Work and project specifications. The contract also includes optional items to be priced separately as identified in the SF-1442.
Period of Performance
The period of performance for the contract is from the date of receipt of the notice to proceed through 365 calendar days after receipt of the notice to proceed.
Place of Performance
The construction projects will be performed at the Mauna Loa Atmospheric Baseline Observatory (MLO) site in Hawaii.
