412 CS requires parts and repairs, training, software updates, and additional on-site/telephone support on an as-needed basis from Federal Signal Corporation to maintain and repair the Giant Voice Mass Notification System.
The Giant Voice System consists of;
Edwards AFB location: 28 electronic outdoor sirens, 1 mobile siren trailer and the Internal Public Alerting System (IPAS), which includes 33 Ultra Voice Indoor Controllers (UVIC), located in 31 buildings.
Plant 42 location: XX electronic outdoor sirens, XX mobile siren trailer and the Internal Public Alerting System (IPAS), which includes XXUltra Voice Indoor Controllers (UVIC), located in XX buildings.
The Period of Performance is to be 29 Sep 2024 through 28 Sep 2029.

Support services for the Giant Voice Mass Notification System will include program management, inspection, testing, maintenance for Edwards AFB and Plant 42 locations. Contractor will provide on-site service within 72 hours of notification for critical system, critical system activation failures, and 24/7/365 telephone technical support. The Contractor will provide all labor, equipment, material, and transportation necessary to perform the following services:
-Standard Manufactures Equipment Warranty Extension
-Field Service Standard Warranty
-Inspection and Routine Care Visit

41 U.S.C. 1901, as implemented by FAR 13.501(a)(1)(ii), which allows for other than full and open competition when the supplies or services requested by the agency are available from only one source.

Federal Signal Corporation (FSC) manufactured and installed the existing Giant Voice system at Edwards and Plant 42 (FA930119PA031 EDWARDS & FA930121C0007 P42). The Giant Voice Mass Notification System is proprietary to Federal Signal Corporation and they are the only company who can perform the services. The required services are based on an extended warranty includes repairs to circuit boards, training and required proprietary software updates as they are produced and are available from FSC. Services provided through extended warranty include annual systems maintenance and calibration required to ensure proper operation of all system features enabling real-time notifications to ensure safety and security of all base personnel during real world and exercise events. A follow-up contract is required for continued services. Re competing this requirement and selecting a new Giant Voice vendor would cost months of time and an estimated $150k in cost to the government as well as the knowledge and experience with the current system. It is in the best interest of the government to award a sole source contract to Federal Signal Corporation.

Efforts to prevent future sole source requirements are ongoing. Until the system needs to replaced, upgraded or servicing and support of the current system is no longer proprietary to Federal Signal Corporation this will be a sole source requirement to Federal Signal Corporation.

The cost to the Government will be determined fair and reasonable IAW FAR 13.106-3(a)(2). The Contracting Officer will determine the anticipated costs to be determined fair and reasonable based on the price analysis. The various price methods that will be used will be comparing proposed to historical prices paid for the same/similar services, previous invoices/orders obtained from the vendor, and any other reasonable basis.

Consulted current vendor and other Air Force entities. Federal Signal Corporation is the Government approved provider in the location where we recieve services.

No other sources expressed interest in the acquisition.

Background

Work Details
The contractor will provide support services for the Giant Voice Mass Notification System, which includes program management, inspection, testing, and maintenance for both Edwards AFB and Plant 42 locations. Specific tasks include:

Annual systems maintenance and calibration are also required to ensure proper operation of all system features.
