Description

CONTRACT INFORMATION: This is a pre-solicitation notice for a full and open Request for Proposal (RFP) W911KB24R0010 Port of Nome Modification Phase 1, Nome, AK. The design-bid-build project will extend Nome's West Causeway by approximately 3,500 linear feet into the Deep-Water Basin. The resulting contract will be firm-fixed priced. The estimated dollar magnitude is anticipated to be between $250,000,000 and $500,000,000. The estimated completion date will be approximately 1501 calendar days from notice to proceed.

The procurement will be conducted using best value tradeoff source selection procedures, considering the price and non-price factors cited in this announcement and the solicitation. There is no stipend authorized for this procurement. Offerors are advised that a contract resulting from this solicitation is subject to availability of funds. If the project is cancelled, all proposal preparation costs will be borne by the offeror. All Offerors are advised that this project may be canceled or revised at any time during solicitation, selection, evaluation, negotiation and up to final award. All Offerors must be registered in the System for Award Management (SAM) (https://www.sam.gov/SAM/); joint ventures must be registered in SAM as the joint venture. An Offeror is required to be registered in SAM when submitting an offer or quotation, and shall continue to be registered until time of award.

NAICS Code of Acquisition: 237990. The Small Business size standard is $45,000,000.

Davis Bacon Act will apply.

PROJECT INFORMATION: USACE - Alaska District has a requirement to expand the Port of Nome and extend the West Causeway by approximately 3,500 linear feet into the Deep-Water Basin. The work includes 2000 feet of Open Cell Sheet Pile (OCSP) dock face, fender piles combined with floating fendering along the dock face, construction of fuel, water, sewer, electrical, and telecommunications system upgrades, and incidental related work.

A completed and signed Project Labor Agreement will be required with submission of the proposal offerors must comply with FAR 52.222-33.

OBTAINING THE SOLICITATION: The solicitation for this project will be provided in electronic format only and is currently scheduled to be available for download on or about 26 February 2024 . Background
The U.S. Army Corps of Engineers - Alaska District is issuing a pre-solicitation notice for a full and open Request for Proposal (RFP) W911KB24R0010 for the Port of Nome Modification Phase 1 project in Nome, Alaska.
