Policy and Audit Remediation Strategic Support Services (PARSSS)

Background
The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Office of Financial Management (OFM) is seeking Policy And Audit Remediation Strategic Support Services (PARSSS). The goal is to resource and enable the ICE mission, while providing sound stewardship through the dedication and professionalism of the financial, budgetary, and asset management workforce. ICE works to effectively manage and control costs, determine resource availability and efficient use, and implement new accounting guidance and government-wide accounting standards such as SFFAS 54. The implementation of SFFAS 54 will improve financial reporting transparency and accountability, enhance financial management, and provide better portfolio management and decision-making for underlying service contract assets.

Work Details
The scope of this requirement includes support to maintain momentum across its multi-year strategic planning program. This involves supporting OFM in the implementation of SFFAS 54, development and maintenance of OCFO Financial Management Manual including financial policies and procedures, support for audit remediation activities to address findings and exceptions from both internal and external auditors, oversight and coordination of data quality and integrity efforts to address financial management challenges, as well as surge support.

The Contractor shall provide independent analyses and recommendations to improve current and future state processes to identify gaps in policies, training, facilities, and tools. Additionally, the Contractor shall support the development of consolidated tools for automation.

Place of Performance
The geographic locations where the contract will be performed include Headquarters (HQ) in Washington, D.C., two finance centers in Dallas, TX, and Williston, VT.
