The Naval Sea Systems Command (NAVSEA) Undersea Special Mission Systems Office (PMS390) hosted an industry day on May 16th, 2024 in Washington, D.C. to discuss operations, maintenance, and modernization of the US Navy's Submarine Rescue System (SRS) and maintenance of in-service Dry Deck Shelters (DDS). The intention of this event was to provide industry an overview of the anticipated operations, maintenance, modernization, and support requirements for these assets. The Navy is interested in understanding industry perspectives and innovative ideas in achieving the best balance of capabilities and cost for the requirements.

Requirement #1 - Submarine Rescue Operations and Maintenance Program

The U.S. Navy's SRS is located at the Undersea Rescue Command, Naval Base Coronado, San Diego, CA.

Requirement #2 - Dry Deck Shelters (DDS)

NAICS: 336611, PSC: J020
The contractor will perform maintenance services and repairs primarily at the contractor's facility; however, the contractor may also perform maintenance at one of two shore-based maintenance facilities in Pearl City, HI or Virginia Beach, VA. There is a potential for maintenance and repair activities to be conducted at the submarine homeport locations in Pearl Harbor, HI; Groton, CT; Kings Bay, GA; and Bremerton, WA, as well as at specific OCONUS designated maintenance locations.

Background
The Naval Sea Systems Command (NAVSEA) Undersea Special Mission Systems Office (PMS390) is seeking to enhance the operations, maintenance, and modernization of the U.S. Navy’s Submarine Rescue System (SRS) and Dry Deck Shelters (DDS). An industry day was held on May 16th, 2024, in Washington, D.C., to discuss these requirements and gather industry insights for achieving optimal capabilities and cost-effectiveness.

Work Details
The contract encompasses two primary requirements:
1) Submarine Rescue Operations and Maintenance Program, which includes tasks related to the SRS located at the Undersea Rescue Command in San Diego, CA;
2) Maintenance services for Dry Deck Shelters (DDS), which will primarily be performed at the contractor's facility but may also occur at shore-based maintenance facilities in Pearl City, HI or Virginia Beach, VA.

Additional maintenance activities may take place at submarine homeport locations including Pearl Harbor, HI; Groton, CT; Kings Bay, GA; and Bremerton, WA, as well as designated OCONUS locations. The contractor will be responsible for kitting, manufacturing, and installing field changes developed by the Dry Deck Shelter Planning Yard (DDSPY), with potential unknown changes also being part of the contract. The contractor must ensure full operations of remotely operated vehicles (ROVs), operate on a 24/7 basis with two watch teams, and certify any new or modified components to current P9290 standards.

Period of Performance
The contract is planned to start in Q3 2026 following a request for proposal (RFP) anticipated in Q2 2025.

Place of Performance
The work will be performed primarily at the contractor's facility with additional locations including Pearl City, HI; Virginia Beach, VA; and various submarine homeports across the U.S.
