The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to award a sole source hardware and sustainment modification of N0001922D0038 to Insitu Inc., 118 E. Columbia River Way, Bingen WA, in support of the Small Tactical Unmanned Aircraft Systems (UAS) Program, PMA-263. This will be a Firm Fixed Price (FFP) modification to the Indefinite Delivery Indefinite Quantity (IDIQ). The type of supplies and services to be priced under this IDIQ modification will include RQ-21A air vehicles; spares; support equipment, tools and training.

This action is being awarded on a sole source basis to Insitu, Inc. in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Insitu, Inc. is the sole designer, developer, and manufacturer of the RQ-21A Blackjack, and as such, is the only known source available with the requisite technical knowledge, experience and tooling to perform the efforts described herein, in order to satisfy the government's requirement.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.
