Description

USAID requests that any interested organization review the tasks and objectives in the RFI and provide responses to the questions contained herein. USAID is particularly interested in providing full time program cycle support staff to the USAID Bureau for Planning, Learning and Resource Management (PLR). This is not a solicitation or a request for proposal. This notice is for market information and capabilities for planning purposes only and does NOT constitute any commitment from. Please do not submit a full proposal, resumes, promotional materials, and/or statements of qualifications as these will not be reviewed and will be discarded. USAID will not reimburse for any cost associated with responding to this request. Responses must be in English, no more than five (5) pages in length (not including cover page, references, and tables/charts) total typed, 11-point Times New Roman font, single-spaced with one-inch margins on the electronic equivalent of 8.5 x 11-inch paper

Background
The U.S. Agency for International Development (USAID) is seeking comments, opinions, and recommendations from interested organizations regarding the approaches for the USAID/PLR Program Cycle Support Network Contract. This request for information (RFI) is for market information and capabilities for planning purposes only and does not constitute any commitment from USAID.

Work Details
The purpose of the contract is to strengthen Program Cycle (PC) practices, including the integration of Agency priorities, based on continuous learning. The contract has four objectives:
- Support PLR, missions, and other USAID operating units to apply PC good practices
- Generate and share evidence, good practices, and lessons learned related to PC implementation
- Support peer-to-peer learning across networks of stakeholders
- Enable PLR to effectively lead on key initiatives by providing backbone support to working groups, secretariats, and other multi-stakeholder collaboration structures. The contract also aims to provide technical services to improve the effectiveness and sustainability of USAID interventions by building Agency capacity to implement the Program Cycle effectively and cohesively.

Period of Performance
The contract is estimated to have a total cost of approximately $90 to $95 million over a 5-year period.
