Description

USAID requests that any interested organization review the tasks and objectives in the RFI and provide responses to the questions contained herein. USAID is particularly interested in providing full time institutional support staff to the USAID Bureau for Planning, Learning and Resource Management (PLR). This is not a solicitation or a request for proposal. This notice is for market information and capabilities for planning purposes only and does NOT constitute any commitment from. Please do not submit a full proposal, resumes, promotional materials, and/or statements of qualifications as these will not be reviewed and will be discarded. USAID will not reimburse for any cost associated with responding to this request.

Responses must be in English, no more than five (5) pages in length (not including cover page, references, and tables/charts) total typed, 11-point Times New Roman font, single-spaced with one-inch margins on the electronic equivalent of 8.5 x 11-inch paper

Background
The Bureau for Planning, Learning and Resource Management (PLR) at USAID is responsible for directing the Agency’s program and resource planning to shape overall strategic investments and performance. The Bureau promotes a culture of effective and coherent policy implementation, program planning, design and evaluation, innovation, learning and knowledge management, program budget formulation and execution, strategic donor engagement, and support for the Agency to adopt best practices in these areas. The Bureau has specific objectives related to strategic planning, analysis, evaluation, research, stakeholder engagement, learning organization development, technical and operational support to Foreign Service Program Officers, and coordination with the U.S. State Department’s Office of Foreign Assistance.

Work Details
The contractor is required to provide long-term full-time staff to support PLR across various areas of responsibility including executive and advisory expertise, communications, administrative and management services, budget and resource management, professional and organizational development, policy analysis, data analysis,
economic/behavioral/social science analysis,
foreign policy engagement,
multilateral/bilateral engagement,
project design/implementation,
capacity building,
strategic planning,
innovation/design,
monitoring/evaluation,
knowledge management/organizational learning. Additionally, the contractor must provide short-term technical assistance and surge support as needed. The contractor is also responsible for supporting a smooth transition of existing institutional support contractor staff from multiple Agency contracts to the new contract.

Period of Performance
The contract will be performed over a period of five years.

Place of Performance
The contractor must provide onsite and remote institutional support and workforce development services to PLR in Washington D.C. offices.
