Description

The United States Coast Guard (USCG) has a requirement for the supervision, labor, equipment, and materials for landscaping services at USCG Base Charleston, SC in accordance with the Statement of Work.

Site visit is recommended but not required.

Requests for site visits shall include the

Company name, Employees full names, Driver's License State and

Number and ensure vehicles have current insurance and registrations. A

valid photo Identification is required to gain access to the facility. Offerors

are solely responsible for all transportation costs for the site visit.

For Solicitation Package:

Please download/print the attachments which consists of Combined/Synopsis, the SOW (Statement of Work), FAR Clauses, Service Contract Act Wage Determination, RFQ SF-1449. Read the solicitation package carefully.

Please write your estimate on your own in-house estimate sheet along with your UEI number and Tax ID number. Also include a price breakdown in labor and materials.

The Closing Date for Quote Submission is April 18th, 2024 at 11:00 AM, Eastern Standard Time.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be LOWEST PRICE and most advantageous to the Government. The Government intends to award on an all or none basis to a responsible offeror whose offer conforms to the solicitation, and provides the Government with the best value. The evaluation and award procedures in FAR 13.106 apply; LOWEST PRICE.

The Government intends to select one contractor for this acquisition. However, the Government reserves the right not to award a contract at all, depending on the quality of the proposals and prices submitted and the availability of funds.

Rejection of Unreasonable Offers: The Government may reject any quotation that is evaluated to be unreasonable in terms of program commitments, including contract terms and conditions, or unreasonably high or low in cost when compared to Government estimates, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program.

Background
The United States Coast Guard (USCG) has a requirement for the supervision, labor, equipment, and materials for landscaping services at USCG Base Charleston, SC in accordance with the Statement of Work. The site visit is recommended but not required. Offerors are solely responsible for all transportation costs for the site visit. The closing date for quote submission is April 18th, 2024 at 11:00 AM, Eastern Standard Time. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be LOWEST PRICE and most advantageous to the Government.

Work Details
The scope of work includes supplying and installing (2) new 10’ x 15’ fenders, relocating (3) existing 8’ x 12’ fenders, replacing attachment hardware for two fenders and six shackle pins, and properly disposing of all equipment and materials removed or expended during performance of work. The work shall be confined to fenders and fender hardware. No work shall be associated with shore facility real property. The work shall take place at USCG Base Charleston, SC. The Contractor shall coordinate with the Point of Contact (POC) to minimize interference with Coast Guard operations or personnel.
Work shall be completed as expeditiously as possible; Contractor shall coordinate with the POC to coordinate phasing and job sequencing. Access to the site shall not be permitted on the weekends without prior approval from the Coast Guard (COR). Reasonable amounts of electricity and potable water will be made available to the Contractor without charge. All Federal, State and local laws must be strictly adhered to regarding environmental protection.
