Background
The contract is issued by the U.S. Army Corps of Engineers for the fabrication and delivery of rubber top seals for the Pickwick Landing Auxiliary Lock's segmental valves. The goal of this contract is to ensure that the necessary materials, labor, supervision, and quality control are provided to meet the specifications outlined in the contract drawings.

Work Details
The contractor shall fabricate three (3) Mark 25/4-5 valve top seals according to drawing 02-L206-25/4.2. The top seals must be shaped and profiled as shown in the drawings and delivered without 13/16” diameter holes; bolt holes will be provided by others.

The rubber seals must be cast from natural rubber, synthetic polyisoprene, or a blend of both, containing reinforcing carbon black, zinc oxide, accelerators, antioxidants, vulcanizing agents, and plasticizers. The physical characteristics required include:
- Tensile strength of 2500 psi (ASTM D 412)
- Elongation at break of 450% minimum (ASTM D 412)
- 300 percent modulus of 900 psi (ASTM D 412)
- Durometer hardness Shore Type A of 60 to 70 (ASTM D 2240)
- Water absorption maximum of 5% by weight (ASTM D 471)
- Compression set maximum of 30% (ASTM D 395)
- Tensile strength after aging for 48 hours minimum of 80% tensile strength (ASTM D 572).

Each seal must undergo inspection prior to delivery; any product failing to meet quality or dimensional requirements will be rejected and replaced at no additional cost.

Period of Performance
All contract requirements shall be completed within 120 calendar days of notice of contract award.
