Background
The solicitation is issued by the Marine Corps Recruit Depot (MCRD) in Parris Island, South Carolina, with the intent to award a Fixed Price Construction Contract for the Design-Bid-Build (DBB) project titled 'PI2045M Repair of 3rd Battalion Pond Causeway'.

The goal of this contract is to rehabilitate the roadway on top of the causeway and construct two channels to replace existing reinforced concrete pipe (RCP) culverts. The project aims to enhance infrastructure and ensure long-term usability.

Work Details
The project includes:
1. Rehabilitation of a 4,500-foot-long roadway using full depth reclamation (FDR) to create a cement stabilized base course topped with a 4-inch asphalt wearing surface. This rehabilitation is expected to provide a pavement service life of 25 years or more, with resurfacing intervals expected every 10 years or less.

2. Construction of two channels to replace existing RCP culverts.

3. Option work includes deployment and operation of temporary pumps and generators for maintaining water levels in the pond, excavation and disposal of hazardous waste, undercutting unsuitable pavement subgrade, periodic water seepage sampling during construction, and handling contaminated construction dewatering effluent.
