TITLE: SYNOPSIS FOR PERIMETER RADAR ATTACK CHARACTERIZATION SYSTEMS (PARCS)
In accordance with FAR 5.203, the Government hereby publicizes a Notice of Proposed Contract Action for the Perimeter Acquisition Radar Attack Characterization Systems (PARCS) at Cavalier Air Force Station (AFS), North Dakota solicitation. The Perimeter Acquisition Radar Attack Characterization Systems (PARCS) contract consists of operations, maintenance, and base support (OM&S). The 21st Space Wing intends to solicit competitive proposals to provide operation, maintenance, and support services at Cavalier Air Force Station (AFS), North Dakota. The contractor shall be responsible to provide non-personal services required to operate and maintain the PARCS station located at Cavalier AFS, North Dakota. PARCS provides 24-hour per-day missile warning and space surveillance coverage. Detects, tracks and reports via data link, real-time earth-impacting objects to the Missile Warning Center or its alternate. Provides, via data link, real-time metric observations and Space Object Identification (SOI) on tasked earth-orbiting objects to the Space Control Center, or its alternate, and the 1st Space Control Squadron (1SPCS). PARCS has been identified as a critical defense system and therefore, shall be manned on a 24 hour, 7 days-a-week, 365 days-a-year basis. Further, the contractor shall ensure that the contractor's personnel continue to operate and maintain this critical system in the event of a national emergency to include declared or undeclared state-of-war. The Contractor shall perform organizational and intermediate level maintenance on system upgrades and modifications once they are accepted by the Government.
The current contract expires 30 Sep 2017. The contemplated contract type for this contract is Firm-Fixed Price with a Cost Reimbursement CLINs. The contemplated period of performance is a phase-in period of 60 days, a base year of seven months, plus five one-year options, beginning on or around 1 Aug 2017.
This solicitation is a Small Business Set-Aside under the North American Industrial Classification System (NAICS) Code is 517919 (All Other Telecommunications) with a $32.5M small-business size-standard.
The formal PARCS solicitation and any amendments thereto, will be distributed through the Federal Business Opportunities website under Solicitation Number, "FA2517-15-R-8000." The Government intends to issue the formal PARCS solicitation on or about June 2016.

Description: This is a Sources Sought Notice only. This is not a request for proposal but a survey to locate potential sources for operations, maintenance and support to the Perimeter Acquisition Radar Attack Characterization Systems (PARCS) at Cavalier Air Force Station (AFS), North Dakota.
The draft Request for Proposal (RFP) will be issued in the future and will include a draft Performance Work Statement (PWS). The attached questions and current PWS are provided to help the Government determine the most appropriate avenue for this source selection. A best value source selection is anticipated as the method of contractor selection. The 21st Contracting Squadron at Peterson Air Force Base (PAFB) Colorado seeks potential sources to provide 24-hour-a-day, 7 day-a-week operations and maintenance for a geographically separated unit (GSU) meeting mission requirements and other specified lesser requirements in support of the 21st Space Wing and 21st Operations Group. The contractor shall be responsible to provide all labor support required to operate and maintain the PARCS station located at Cavalier AFS, North Dakota. PARCS provides 24-hour per-day missile warning and space surveillance coverage. Detects, tracks and reports via data link, real-time earth-impacting objects to the Missile Warning Center or its alternate. Provides, via data link, real-time metric observations and Space Object Identification (SOI) on tasked earth-orbiting objects to the Space Control Center, or its alternate, and the 1st Space Control Squadron (1SPCS). The PARCS has been identified as a critical defense system and therefore, shall be manned on a 24 hour, 7 days-a-week, 365 days-a-year basis. Further, the contractor shall ensure that the contractor's personnel continue to operate and maintain this critical system in the event of a national emergency to include declared or undeclared state-of-war. The subsequent contract will include a projected phase-in period based on market research. The Government anticipates a contract performance period of a basic period with four (4) option periods. Contract type has not yet been determined; however, the current contract type is Firm-Fixed Price with cost-reimbursable logistics contract line item numbers (CLINs).
This proposed contract is being considered as a set-aside under a small business set-aside program. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 517919. The size standard for NAICS 517919 is $32.5M. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses, small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision. Additional information, as it becomes available, will be posted as well as amendments to this announcement. All amendments will be available for viewing on FedBizOps (FBO) at http://www.fbo.gov. It is the responsibility of the interested parties to review the site frequently for any updates and amendments to any and all documents. All potential offerors are reminded, in accordance with Defense Federal Acquisition Regulations (DFARS) 252.204-7004, Required System for Award Management (SAM), lack of registration in SAM will make an offeror ineligible for contract award. This synopsis also contains the following clause: 5352.201-9101 Ombudsman. As prescribed in 5301.9103, insert the following clause: OMBUDSMAN (APR 2014)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(d) The ombudsman has no authority to render a decision that binds the agency.

This Sources Sought Notice is issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. All businesses capable of providing these services are invited to respond. Any information provided by industry to the Government as a result of this sources sought synopsis is voluntary. The Government will not pay for any information submitted in response to this sources sought synopsis. Include contract magnitude and points of contact (POC) for each example provided (name of the POC, address, e-mail, telephone number, fax number, and the company's web page, if applicable). Please limit your response to not more than 10 single-sided pages (maximum).
