Performance Report Dashboard & Workforce Staffing Model Support

The U.S. Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) intends to issue a Historically Underutilized Business Zone (HUBZone) sole source award to Amivero, LLC for Performance Reporting Dashboard & Workforce Staffing Model Support, for a period of performance of two years.

The ICE, Office of Professional Responsibility (OPR) has a requirement for Performance Reporting Dashboard & Workforce Staffing Model Support. OPR has the need for support in delivering workforce staffing modelling and analysis and performance reporting dashboards. OPR needs subject matter expertise and experience in developing, modifying, maintaining tools and systems for OPR to develop comprehensive reviews of organizational structure and to propose realignment for the optimal organizational structure.

Amivero, LLC built the OPR Performance Reporting Dashboard (PRD) and has built seven OPR Workload Staffing Models (WSMs) and is therefore uniquely qualified to perform this requirement.

In accordance with FAR 19.1306(a), the Contracting Officer considered award to a HUBZone small business concern on a sole source basis before considering a small business set-aside after confirming that none of the exclusions at 19.1304 apply.

This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. Respondents to this notice must provide: their full legal name; authorized contact's name, title, email and phone number; DUNS number; legal address; link to registration in www.SAM.gov; and date of HUBZone certification. Respondents must also provide a description of their experiences performing same or similar work for the Government and provide contract numbers and references. All references shall include name, title, agency, phone number and email address. Respondents who do not provide the information above will not be considered.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement as a HUBZone set aside, based upon responses to this notice, is solely within the discretion of the government.
