Based on results of the Market Survey conducted April 30, 2019, the technical architecture of PDARS, the customized nature of the software products involved, maintaining continuity of current services to the FAA, and the schedule toward a replacement system (DVARS), it is in the best interest of the FAA to sole-source the procurement and recommend the award to the incumbent, ATAC. ATAC is the only known source to satisfy the requirement within the needed timeframe and is capable of providing continuity of services that are vital to the National Airspace System (NAS).
