This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotes are being requested and a written solicitation shall not be issued. The solicitation number is 70US0924R70092111 and is issued as a Request for Quote (RFQ) for Peake Tactical Blend Gateway System. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Federal Acquisition Circular 2024-06 effective July 30, 2024. This solicitation is unrestricted (full and open) and the associated North American Industry Classification System (NAICS) code 334220 Radio and Television Broadcasting and Wireless Communications-Equipment Manufacturing PSC Code DG0-IT and Telecom-Network Support Services (Labor). The anticipated Period of Performance will be 09/28/2024 to 09/27/2026. The Government intends to award a Base plus One (1) option year contract from this solicitation and Total Small Business set-aside.

Background
The solicitation is issued by the Department of Homeland Security (DHS) for the Peake Tactical Blend Gateway System. The goal of this contract is to provide Federal employees and members of the public with disabilities access to information and data comparable to that of individuals without disabilities, in compliance with Section 508 of the Rehabilitation Act.

The contract aims to ensure that all products, platforms, and services delivered conform to the revised regulatory implementation of Section 508 Standards.

Work Details
The contractor will be responsible for delivering a Fanless FirstNet ready Dejero Gateway network aggregation device equipped with 3 LTE modems. All Information and Communications Technology (ICT) products must adhere to Section 508 requirements, ensuring accessibility for individuals with disabilities.

This includes providing Accessibility Conformance Reports (ACRs) for each ICT item offered through the contract, which document conformance claims against applicable Section 508 standards. The contractor must also ensure that any cloud hosting services provided do not reduce the level of Section 508 conformance for ICT migrated to the cloud. Additionally, contractor personnel must possess the necessary knowledge, skills, and abilities to address accessibility requirements outlined in this work statement.
