Background
The contract is issued by Joint Base Lewis-McChord (JBLM) to provide maintenance, repair, and minor construction work on vehicle roadways and airfield paving projects. The goal of the contract is to support Public Works activities at JBLM, which includes areas such as Lewis-Main, Lewis-North, and McChord Field. The majority of the work will focus on repairing and maintaining existing pavements with a smaller portion allocated for new construction.

Work Details
The contractor is required to provide all necessary labor, tools, equipment, and materials to perform a variety of tasks related to roadway and airfield paving projects. This includes: removal, replacement, and repair of existing subgrade; utilities; shoulders; curbs; gutters; sidewalks; and other real property associated with roadway and airfield pavements. The work may also involve minor new construction such as new roads, sidewalks, or parking lots.

Specific definitions include:
- Roadway Pavement: Surfaces designated for vehicular traffic including Hot Mixed Asphalt (HMA) or concrete structures.
- Airfield Pavement: Surfaces for aircraft traffic including runways and taxiways made from HMA or concrete.
- Range Roads: Permanent roads for combat training access designed for heavy vehicles.
- Sidewalks: Safe paths separated from motorized traffic that must be ADA compliant.
- Curb and Gutter: Structures to control traffic flow and manage runoff water.
- Parking Lots: Areas organized for vehicle parking with defined spaces.

Typical work activities include preparation of roadways to uniform grades, demolition, relocation or installation of HMA and concrete pavements.
