Patent-End-To-End SEARCH Artificial Intelligence RFI-PTAG

Background
The United States Department of Commerce seeks to broaden its understanding of the commercial marketplace in order to improve prior art search through the deployment of artificial intelligence (AI) based capabilities. The USPTO is interested in innovative, agile, adaptable, and scalable solutions that meet the constraints and objectives outlined in the draft Statement of Objectives (SOO). The contract contemplates utilizing the Alternative Competition Method and the Patent and Trademark Office Acquisition Guidelines (PTAG) and the Patent and Trademark Office Efficiency Act 35 U.S.C. 2(b)(4)(A). This Request for Information (RFI) is intended as preliminary market information gathering which the USPTO will use to determine which vendor(s) is/are the most likely to successfully meet the agency’s needs and are thereby eligible to participate in an alternative competition.

Work Details
The RFI consists of two phases: Phase 1 involves submitting a completed RFI Response Template, including corporate profile, responses to RFI questions #1-5, and potential one-on-one sessions with respondents. Only respondents determined most likely to successfully meet the agency’s requirements will be invited to participate in Phase 2.
Phase 2 includes virtual product demonstrations where vendors will provide an operational demonstration of their solution to demonstrate capabilities, functionality, level of maturity, and Machine Learning Operations (ML Ops) such as model drift, efficiency, and adaptability.
