Background
The 52nd Contracting Squadron (52 CONS) is conducting market research to determine interest in a firm-fixed type contract to install parcel lockers, with approximately 200 compartments, and deliver packages to them at Spangdahlem Air Base, Germany. Additionally, there is currently no timeframe for a potential RFQ release. The purpose of the lockers is to provide personnel that live both on and off base the opportunity to purchase items from overseas companies and have them delivered to a centralized German address on base (parcel locker location) for pickup.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform the installation of the parcel lockers. This includes delivering all parcel locker equipment, providing installation and programming of all parcel locker equipment, hauling away excess material and trash upon completion of installation, working with employees to minimize mission impact.
Additionally, the electrical cables and all other parts/equipment necessary to accomplish the project will be supplied through the contractor. The contractor shall also provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform the service to the parcel lockers. This includes delivering parcels from all web shops worldwide and all courier companies worldwide to the secure pickup point on Spangdahlem AB once a day Monday thru Saturday; providing consolidation/distribution point for other delivery services to drop off parcels to combine into one delivery to the base daily; ensuring scalable lockers with standard cabinet height of approximately 195 cm and 65 cm in depth and expandable cabinet width of 48 cm; providing digital link for remote software updates; having capacity to install an expansion to the current lockers; offering website/app solution for customers to register for the service and receive information needed to pick up or send a package; taking care of entire maintenance of hardware and software; offering return shipment option via electronic means; providing commercial warranty, onsite support, and training in English as part of the initial installation and by request thereafter.
