This 2nd revision is to remove the 8(a) Tribal and ANC limitation and incorporate the following:

  1. Revised RFP2032H8-22-R-00006-Amendment 2; and
  2. Revised Attachment A-Price Sheet.

This revision is to incorporate the following:

  1. Revised RFP2032H8-22-R-00006-Amendment1, Section II, Item 3.3.1, Item 4.0, Item 7.0, Item 9.1, Item 10.1, Item 10.2 and Section IV, Volume I and Volume II (Note: Languag with a strikethrough is removed and yellow highlight language is added);
  2. Revised Attachment A-Price Sheet, Price Summary Tab;
  3. Revised Attachment B-QASP, Attachment 1: Performance Standards; and
  4. Responses to Attachment C-Contractor questions.

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate solicitation will not be issued.

The solicitation number is 2032H8-22-R-00006 and is issued as a Request for Proposals (RFP).

The North American Industrial Classification System (NAICS) is 561110, Office Administrative Services. The small business size standard is $8.0M. This RFP is issued as a 100% Small Business Set-Aside for the 8(a) Program .

DESCRIPTION OF REQUIREMENT: This requirement is for clerical support services in multiple locations within the United States.

RESPONSES: All proposals must be submitted by email with the subject line RFP#2032H8-22-R-00006 Paper Processing Clerical Support Program <Insert Contractor Name> Proposal to machelle.y.monroe@irs.gov. All proposals and materials responding to this RFP must be received no later than March 25, 2022 at 11:00 a.m. EST. Any proposals or materials received after this date and time will not be evaluated. All proposals received after this due date and time will be considered late in accordance with FAR 52.212-1(f).

QUESTIONS CONCERNING THE SOLICITATION: All questions concerning this RFP must be submitted no later than March 21, 2022, 11:00 a.m. Eastern Standard Time (EST), using the Contractor Question and Answer Template (Attachment C), by email with the subject line Questions RFP#2032H8-22-R-00006 Paper Processing Clerical Support Program to machelle.y.monroe@irs.gov . Background
The solicitation is issued by the Internal Revenue Service (IRS) as a combined synopsis/solicitation for clerical support services under the Paper Processing Clerical Support Program.

The IRS's mission is to provide service to taxpayers and ensure compliance with tax laws. This contract aims to address staffing shortages in Wage and Investment Submission Processing operations due to the pandemic, which have adversely affected return and correspondence processing. The goal is to onboard contractors who can provide immediate clerical support to alleviate backlogs at service centers in Austin, TX; Kansas City, MO; and Ogden, UT.

Work Details
The contractor will provide clerical and data transcription services, specifically:
1. General Clerical Work (Service Area 1):
- Filing, sorting, batching documents.
- Opening mail from incoming deliveries.
- Retrieving and filing documents.
- Stamping documents with received dates.
- Preparing documents for scanning (removing staples, repairing rips).
- Preparing paper tax returns for transcription.
- Performing pen and ink changes on paper returns.
2. Data Entry Work (Service Area 2):
- Inputting data into inventory tracking systems.
- Performing original entry and data verification functions on information returns.
- Processing requests for various products such as transcripts.
3. Staffing Requirements: The contractor must supply 2,500 employees across multiple shifts at three service centers to meet operational needs during peak periods.

Period of Performance
Base Period: April 18, 2022 – April 17, 2023; Option Period: April 18, 2023 – April 17, 2024.

Place of Performance
The contract will be performed at multiple locations within the United States including Austin, TX; Kansas City, MO; and Ogden, UT.
