Panaya Licenses and Maintenance Renewal Support Services

The National Institutes of Health (NIH) is seeking Panaya Licenses and Maintenance Renewal Support Services through a competitive RFQ process. The purpose of this procurement is to acquire annual maintenance and support services for the Panaya CloudQuality Suite application. The services will be used by the NIH Business System (NBS) to analyze the impact of Oracle patches and reduce risks associated with enterprise change activity. The contract will have a 12-month base period and four 12-month option periods, with delivery schedules negotiated by the Contracting Officer Representative (COR). Invoices must be submitted via email following specific instructions provided in the RFQ. The contract will be awarded to the lowest price technically acceptable offeror.

The delivery order will be issued under a GSA Schedule contract, and the terms and conditions of the GSA contract will apply. The contractor will provide software licenses, updates, fixes, security alerts, and technical support for the Panaya CloudQuality Suite. Optional enhancements may be required to maintain the integrity of the NBS Enterprise System, and these services may be provided remotely or onsite. The period of performance for the base period is October 1, 2021, to September 30, 2022, with four option periods extending through September 30, 2026.

The contractor must comply with federal regulations regarding unenforceability of unauthorized obligations and commercial computer software licenses. The Government reserves the right to make an award without discussions if the initial offer represents the best value. Offerors must submit their quotes electronically by the specified deadline. The Privacy Act requires that individuals be informed about the collection and use of their personal information in this procurement process.
