Description

The intent of this notice is to solicit and award a sole source Firm Fixed-Price contract pursuant to authority granted under 41 U.S.C 3304(a)(1), and Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The PACAF War Reserve Materiel Planning Division intends to solicit and award a sole source Firm Fixed-Price contract for extended in order to maintain warranty to a large business; Dyncorp International LLC Inc., 13500 Heritage Parkway, Fort Worth, TX 76177.

This procurement shall be made under North American Industrial Classification Systems (NAICS) Code: 561210 Facilities Support Services. The size standard is $41.5M.

This is not a Request for Quote (RFQ) or Request for Proposal (RFP). This is a notice of intent to award a sole source award to Dyncorp International LLC. In accordance with Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

HQ PACAF War Reserve Materiel Division requires all labor, personal protective equipment (PPE), and non-personal services necessary to perform WRM Maintenance and Logistical Support as defined in this Performance Work Statement (PWS), except for those items specified as Government furnished property and services.

Dyncorp International LLC has been the incumbent on this award since November 2018. Under their task order, Dyncorp has handed classified information and directly contributes to the AOR's mission essential functions Dyncorp is used as a logistical force multiplier to reduce the time required to get needed supplies to the warfighter. The 36 Wing at Andersen AFB, Guam provides Basic Expeditionary Airfield Resources (BEAR) and WRM capabilities to support Pacific Command operations at two locations within the Head Quarters (HQ) PACAF area of responsibility (Guam and the Philippines) to support deploying Combat Air Forces, Mobility Air Forces, PACAF, and Air Force Special Operations Forces.

This Intent to Sole Source Notice is being issued by PACAF War Reserve Materiel Division. The place of performance will be at two locations within the Headquarters PACAF AOR at Andersen AFB, Guam (Guam and the Philippines).

The scope of this requirement includes maintenance and sustainment of pre-positioned WRM. Pre-positioned WRM includes: BEAR; war consumables; associated Mobility Readiness Spares Packages (MRSP); and Peacetime Operating Stocks (POS) at designated operating locations (OL). The BEAR assets are listed in Annexes C-1 for Andersen AFB and Annex D-1 for Camp Aguinaldo. Related workloads are identified elsewhere in this PWS.

All firms and prime contractors doing business with the Federal Government shall be registered in the System for Award Management (SAM) database at www.sam.gov prior to proposal submission.
