Description

Army Contracting Command - Redstone intends to procure highly specialized technical support for the PATRIOT Advanced Capability-3 (PAC-3) Missile Support Center (P3MSC) Missile Field Surveillance and Missile post-production activities to support the United States and Foreign Military Sales Customers. This requirement includes Stockpile Reliability Testing, Special Reliability Studies, Missile Recertification, Missile repair parts and services, Unscheduled Maintenance, and Recapitalization of Enhanced Launcher Electronics System. The nature of this contract action is to solicit a new Indefinite Delivery Indefinite Quantity (IDIQ), five year contract to be awarded on or before 19 May 2017 through 19 May 2021. The PAC-3 Missile Support Center requirements are available from one responsible source, Lockheed Martin Missiles and Fire Control (LMMFC), Commercial and Government Entity (CAGE) code 64059, 1701 W. Marshall Drive, Grand Prairie, TX. 75051. As the developer and producer of the PAC-3 Missile Segment and support equipment, LMMFC is the only source with the knowledge, expertise, and technical data package (TDP) to perform this effort. The statutory authority permitting Other Than Full and Open Competition is Title 10, United States Code, Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302(a)(2)(iii)(A), Only One Responsible Source, and No Other Supplies or Services Will Satisfy Agency Requirements. Additionally, the product support data is not readily available to prohibit significant delays and/or failures due to the enormous learning process involved and lack of technical expertise available. All responsible sources may submit a proposal, which shall be considered by the Agency. Offerors are encouraged to contact LMMFC for subcontracting opportunities for this effort. This requirement is currently unfunded; award will be withheld pending receipt of sufficient funds. No telephone or email requests will be accepted.
