P684 Trident Refit Facility (TRF) Expansion, NSB Kings Bay, GA   4

Background
The P684 Trident Refit Facility (TRF) Expansion project is initiated by the Naval Submarine Base (NSB) Kings Bay, Georgia, aimed at constructing new maintenance facilities for the COLUMBIA Class SSBN and renovating existing facilities for the OHIO Class SSBN. This project is critical to enhancing the Navy's Sea Based Strategic Deterrence and Nuclear Deterrence Mission readiness. The expansion will introduce new maintenance capabilities and optimize industrial practices to support both classes of submarines, ensuring they meet the FY28 Ready for Maintenance dates as required by US STRATCOM.

Work Details
The scope of work includes:
1. Preconstruction Services: Providing comprehensive preconstruction services during the design phase, including constructability reviews, scheduling, cost estimating, and value engineering recommendations.

2. Early Work Construction Package A: Involves temporary facilities for swing space during TRF recapitalization, stormwater facility repairs/modernization, and fire protection code compliance.

3. Early Work Construction Package B: Includes site clearing/demolition and free zone fencing.

4. Construction Services: Full construction and renovation of eleven facilities including two new industrial processing facilities (paint blast shop and battery handling/machinery shop), three new industrial storage facilities, expansions to two existing industrial shops, and installation of steel plates to support government equipment. Renovation work will upgrade existing buildings for administrative spaces, private offices, and a raised-floor server room while enhancing electrical systems for higher voltage equipment.

5. Furniture, Fixtures & Equipment (FF&E): Providing necessary labor, materials, equipment, transportation, and supervision for FF&E installation.

6. Audio/Visual (A/V): Installation of A/V systems including flat panel monitors, projectors, communication cabling, and associated training.

Period of Performance
The contract will be performed over a period extending from November 2024 through March 2027.
