P678 Industry Day

Background
The Naval Facilities Engineering Systems Command, Mid-Atlantic (NAVFAC MIDLANT) is inviting construction contractors to an industry day event to learn, ask questions, receive updates, and provide feedback regarding the proposed Military Construction Project (MILCON) P678 Design-Bid-Build, Dry Dock 8 Saltwater System for CVN-78 at Norfolk Naval Station, Portsmouth, Virginia. The project involves two phases of construction with an aircraft carrier docking between Phase 1 and Phase 2. The project cost range is estimated to be $80M - $145M with an anticipated project award in Q4 FY22.

Work Details
The project scope includes the construction of 34.5kV site power distribution, underground ductbanks, feeders, pad mounted switches, substations, pumpwell drainage capacity upgrades, replacement of Main Drain Pump (MDP) motors, back-up power for drainage pumps, interior electrical upgrades for a 4.16kV system, control booth and console upgrades, SCADA system upgrades, micropile foundations, monorail installation, temporary pumpwell suction chamber plugs installation, pumpwell drainage piping routing through the abandoned South flooding flume, outfall structure construction, temporary cofferdam installation, railroad repairs and underground utilities relocation and paving.
Phase 2 will involve the demolition of two pump stations and their saltwater intake structures and the construction of two saltwater pump stations including their saltwater intakes and back-up power. Additionally, it will include pile foundations including additional timber wharf piles installation and an underground saltwater distribution system around the dry dock including direct buried piping and utility tunnel penetrations.

Place of Performance
The construction projects will be performed at Norfolk Naval Station in Portsmouth, Virginia.
