The Office of the Undersecretary of Defense for Research and Engineering (OUSD(R&E)) Manufacturing Technology Program (ManTech) invites companies with new manufacturing processes and emerging technologies to submit Concept White Paper(s) and Quad Chart(s) with potential for integration into the Department of Defense's (DoD) industrial base. OUSD(R&E)'s goal is to foster increased collaboration and partnership between Government and Industry to identify, develop, and mature new or improved manufacturing and repair processes and bridge the gap between discovery and implementation of new capabilities for the warfighter.

Periodic calls for submissions will be issued under this announcement as Capability Focus Areas (CFA). Submissions will be reviewed by the Government for relevance and merit in addressing the CFA.

Responses can be submitted in response to the BOTA and/or the periodic CFAs. Responses to the BOTA will be accepted until the closing date of the BOTA. Responses to CFAs will be due forty-five days after issuance to sam.gov. There is no limit to the number of submissions; however, those desiring to submit under multiple technical areas must submit separate white papers and/or presentations.

Anticipated Award Types include:

  • Non-funded Information Exchange Agreement (IEA) for the purposes of exchanging controlled and sensitive technical information up to a Top Secret (TS), Facility Clearance Level (FCL) and Special Access Programs (SAP);
  • Other Transaction (OT) agreement; or
  • FAR-based procurement contract.

The BOTA will remain open for 3 years and any non-funded IEA resulting from it will expire 2 years from the date of execution, unless otherwise agreed to by the parties.

Background
The Office of the Undersecretary of Defense for Research and Engineering (OUSD(R&E)) is inviting companies to submit Concept White Papers and Quad Charts related to new manufacturing processes and emerging technologies that can be integrated into the Department of Defense's (DoD) industrial base.

The goal is to enhance collaboration between Government and Industry, aiming to identify, develop, and mature new or improved manufacturing and repair processes that bridge the gap between discovery and implementation for the warfighter.

The DoD Manufacturing Technology (ManTech) Program supports national security objectives by advancing manufacturing technologies that reduce costs and cycle times for defense weapon systems.

Work Details
The contract involves several key tasks:
1. Identify, develop, and mature new or improved manufacturing and repair processes.
2. Provide affordable technologies to acquisition program managers.
3. Bridge the gap between discovery and implementation of new capabilities for the warfighter.
4. Focus on advanced manufacturing technology areas such as AI automation, cybersecurity in manufacturing, digital support for Industry 4.0, advanced energetics manufacturing, reducing operator exposure to hazardous processes, and new material manufacturing processes.

The program will assess technology through prototype and pilot facilities to ensure compliance with government standards.
