Description

The Otter program is seeking to develop and demonstrate air-breathing electric propulsion technologies enabling extended satellite operations in very low earth orbit.
The Defense Advanced Research Projects Agency (DARPA) is soliciting innovative proposals in the following technical domain: spacecraft and electric propulsion technologies enabling extended satellite operations in very low earth orbit (VLEO). Specifically excluded is research that primarily results in evolutionary improvements to the existing state of practice.
This PS encourages solutions from all responsible sources capable of satisfying the Government's needs, including large and small businesses, nontraditional defense contractors as defined in 10 U.S.C. 3014, and research institutions as defined in 15 U.S.C. 632.
Background
The Otter program, led by the Defense Advanced Research Projects Agency (DARPA), aims to develop and demonstrate 'air-breathing' electric propulsion technologies enabling extended satellite operations in very low earth orbit (VLEO). The program encourages solutions from all responsible sources capable of satisfying the Government’s needs, including large and small businesses, nontraditional defense contractors, and research institutions.

Work Details
The program requires innovative proposals in spacecraft and electric propulsion technologies enabling extended satellite operations in VLEO. It includes detailed management approach, system structure, technical development status updates, financial performance and staffing status, test planning and review of test results, system engineering processes, design reviews, and a comprehensive communication security and data transfer plan. The program also seeks innovative approaches to enable a lean and affordable demonstration program that features early system/subsystem/component demonstrations or tests that mitigate key risks and/or substantiate key performance characteristics.

Period of Performance
The TA-1 effort spans 48 months with Phase 1 focusing on preliminary design of component solution informed by significant component brass board testing. In Phase 2, performers are expected to complete critical design, deliver flight qualified hardware, and support on-orbit operations. TA-2 is focused on the full Otter system development program through flight tests.
