Background
The contract is issued by the U.S. Government for the maintenance of the War Reserve Material (WRM) vehicle fleet at Osan Air Base (AB). The primary goal is to ensure that the WRM vehicle fleet remains Mission Capable (MC) at a rate of 85%, thereby maximizing warfighter support and minimizing overall Department of Defense expenses.

The management and maintenance of the WRM fleet have been provided by contractors for over 20 years, with oversight from a designated U.S. Government Representative.

Work Details
The contractor shall provide non-personal services, including all personnel, equipment, materials/parts, tools, transportation, supervision, and other necessary items to maintain the WRM vehicle fleet. Specific tasks include:
- Management and maintenance of both commercial and military-specific vehicles.
- Ensuring compliance with local regulations and commercial standards.
- Providing appropriate manpower to manage, maintain, and service authorized vehicles (490 authorized and 517 assigned).
- Maintaining Non-Mission Capable Supply (NMCS) and Non-Mission Capable Maintenance (NMCM) except for integrated vehicles as per DAFI 25-101 PACAFSUP guidelines.
- Performance assessment will be based on evaluations from the Contracting Officer (KO) and designated Representative (COR), focusing on results required by the Performance Requirements Summary (PRS).

Period of Performance
The period of performance includes a base year starting from January 1, 2025, to December 31, 2025, followed by four option years extending through December 31, 2029.
