ORR National Call Center and Sexual Abuse Hotline

Background
The National Call Center and Sexual Abuse Hotline (NCC SAH) is a critical function provided by the Office of Refugee Resettlement (ORR) to offer child welfare community-based referrals, post release service (PRS) referrals, and referrals to the Office on Trafficking in Persons (OTIP) via Requests for Assistance (RFA) for crisis intervention. The NCC SAH also involves coordination with child welfare entities, PRS providers, OTIP, Aspire, the National Center for Exploited Children (NCMEC), reporting and coordination with local law enforcement entities, and state and local Child Protective Services (CPS) entities. The purpose of this requirement is to obtain contractor support services to assume the current NCC SAH.

Work Details
The contractor is required to provide the NCC SAH outlined in the Draft NCC SAH Performance Work Statement (PWS). The services include child welfare community-based referrals, PRS referrals, coordination with OTIP, Aspire, NCMEC, reporting and coordination with law enforcement entities, and state and local CPS entities. Additionally, the contractor must be able to handle placement inquiries for unaccompanied alien children in ORR custody, create safety plans for children or sponsors experiencing various issues, provide vaccination records upon request, file 'change of venue'/'change of address' motions in immigration proceedings, report matters of concern to ORR and local authorities, and refer potential victims of human trafficking to OTIP.
