Notice to Small Businesses

Background - Summary
The National Guard Bureau (NGB), Air National Guard (ANG) Recruiting and Retention Division (NGB/A1Y) requires operational research and strategic analysis support for the Air Force Recruiting Information Support System-Total Force (AFRISS-TF) and support the Air National Guard Recruiting and Retention business functions. Refer to the DRAFT PWS.
Requirement - Summary

Perform task that support the management, planning, organizing and execution of the ANG portion of the Air Force Recruiting Information Support System-Total Force software development and system integration processes. The ANG is in need of considerable data analysis and operations research of its various programs utilizing data integration from AFRISS-TF and other available systems to include leads data and personnel information gathering systems. Refer to the DRAFT PWS.

Submittal Instructions:
Interested parties should submit, in the format stated below, an Information Package that represent your company's current and relevant experience, performance, and capability in Operational Research and Strategic Analysis as it aligns with the Requirement stated above and the DRAFT PWS. The Information Package should address in a brief summary, the following:

1. Company name, address, point of contact name, phone number, fax number and email address.
2. Contractor and Government Entity (CAGE) Code.
3. If the company can provide services through a GSA schedule, provide the GSA contract number.
4. If the company can provide services through GSA OASIS or OASIS SB, please provide the contract number.
5. If the company can provide services through HCatS or HCaTS SB, please provide the contract number.
6. If the company can provide services through another government-wide contract, please provide the contract information.
7. Size of business - Large Business, Small Business, Small Disadvantaged, 8(a), Hubzone, Woman-owned and/or Service Disabled Veteran-owned.
8. Capability statement displaying the contractor's ability to provide the services, to include:
a. Description of technical experience, knowledge and use of analytical tools such as R Programming, SAS, Tableau, Qlik, Python and any similar analytical tools.
b. Description of knowledge and use of data modeling and visualization methods.
c. Describe any working knowledge of requirements management to include elicitation, documentation, prioritization and refinement of requirements; test management which includes planning, designing, implementation of test events, validation and reporting results.
d. Description of experience, knowledge of the types of data exchanges between AFRISS-TF and its data exchange partners: MilPDS, MIRS, TTMS, JPAS and GoANG lead sources.
e. Description of any previous experience supporting Air National Guard, Air Force, or Military recruiting and retention processes utilizing operations research and strategic analysis methodologies.
f. Personnel availability. Does the company currently have management personnel experienced in performing oversight of requirement of this nature? Will your company have to hire to support this contract? If yes, where will you go to get personnel? How quickly can you obtain personnel? What kind of a retention plan do you have to keep personnel? Address your company's ability to rapidly staff personnel with Top Secret and/or Top Secret/SCI clearances.
g. If this will be a big growth step for your company how will you handle the sudden growth and its impact to managing your company? Do you have a growth plan?
h. Does your company have prior contract experience with the Federal Government? Department of Defense? National Guard Bureau/National Guard?
i. A description of the company's financial resources to include cash on hand, available credit and other details regarding financial capability. Provide your creditors name and the amount you can cover.

The Information Package shall be no more than 8 pages total. Acceptable formats are Microsoft Office Word document or Portable Document Format (pdf) on paper size of 8.5 x 11.
