In response to a bidder's question, the latest version of Attachment J-2, which was released with Amendment 0001, has been revised in accordance with the Q&A spreadsheet on 02 November, 2021. No Amendment to the Solicitation has been released as a result of this update.

Amendment 0006 is hereby released on 27 October, 2021 along with a conformed RFP through Amendment 0006.

Amendment 0005 is hereby released on 22 October, 2021. The purpose of this Amendment is to update language in Section C.2.2 and remove DFARS clause 252.223-7999, Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors (Deviation 2021-O0009) from Section I.

Amendment 0004 is hereby released on 12 October, 2021.

Amendment 0003 is hereby released on 08 October, 2021. As a result of this Amendment, the deadline for site visits has been extended to 15 October, 2021.

Amendment 0002 is hereby released on 06 October, 2021.

As stated in the RFP, The opportunity for a site visit will be provided during 04 October 15 October 2021 at NAVSEA Inactive Ship Maintenance Office Philadelphia, PA Building 545 and Norfolk Detachment Pier 1 Norfolk Naval Base. Inactive Ships Maintenance Office Philadelphia is located at The Naval Business Center, 4701 S. 16th Street, Building 545, Philadelphia, PA 19112-5095 and the Norfolk office is located at APL 29 Pier 1 NAVSTA Norfolk. To schedule a site visit, prospective Offerors shall email a Request for Site Visit to the Government POCs identified in section 1.1 and shall provide the name of those company officials attending the site visit. All requests for a site visit must be submitted no later than one business day in advance of the start of the requested visit for each site.

Background
The contract involves the operation and maintenance of NAVSEA Inactive Ships in Philadelphia and CG/LSD Modernization Detachment in Norfolk. The vessels are assigned to categories by the Chief of Naval Operations (CNO) and include Retention: Mobilization Category (MOB) 'B' and 'C', Disposal: Stricken, In Service or Temporary Berth, and Modernization. The vessels will be treated as active vessels and have cathodic protection, dehumidification, fire and flood alarms installed and maintained, and receive paint preservation to maintain the vessels and avoid deterioration.

Work Details
The Contractor shall provide direct labor, materials, and supplies for various general maintenance tasks associated with upkeep of designated vessels and facilities. These tasks may include watertight integrity repairs, preservation, dewatering operations, material and weight handling equipment (M&WHE) inspection, maintenance, repair, testing, certification, aerial servicing platforms maintenance, crane support for emergency lifts, preparation for transfer to disposal vessels or modernization vessels. The Contractor shall also perform craft boat support system maintenance, inactive ships management system database maintenance, ship location listing report preparation, contractor projection report preparation, status of funds report preparation. Additionally, the Contractor shall prepare a Work Progress Report/Weekly Work Plans schedule tasks to be performed.

Place of Performance
The contract work will be performed at NAVSEA Inactive Ships Maintenance Office Philadelphia located at The Naval Business Center, 4701 S. 16th Street, Building 545, Philadelphia, PA 19112-5095; and at CG/LSD Modernization Detachment Norfolk located at APL 29 Pier 1 NAVSTA Norfolk.
