This Request for Proposal (RFP) is available electronically on this website only. Fax, telephone, written, or email requests for the solicitation package will not be honored. Potential contractors must be registered in the System for Award Management (SAM) to be eligible for award.

Questions regarding this RFP should be submitted in accordance with Section L, paragraph L.1.5 of this RFP. Questions submitted in response to this RFP shall be sent no later than Friday, February 24, 2023, by 11:59 p.m. (Eastern), utilizing the template included at Section J, Attachment 7 of this RFP. Any questions received after this date may not be answered prior to the proposal due date listed for this RFP.

Background
The solicitation is for an Open Mission Systems Architecture and Command and Control (OMSA/C2) capability on MQ-1C/ER aircraft. The contract is an Indefinite Delivery Indefinite Quantity (IDIQ) with a maximum value of $49,000,000. The ordering period of the IDIQ will be from award date until five years after award.

Work Details
The contract includes the procurement of program management support, integration and testing support, A-Kits, B-Kits, sustainment support, studies and analysis, Contract Data Requirements List (CDRLs), and travel.
The A-Kits include aircraft modifications such as wiring, cabling, circuit breakers, electrical power, and mounting hardware required for installation of the B-kit.
The B-Kits include modification kits (hardware and software).

Period of Performance
The period of performance will be specified on each issued task/delivery order.

Place of Performance
Performance work will be performed in accordance with the Performance Work Statement listed as Attachment 1 in Section J and as cited on individual task/delivery orders issued under this contract.
