Reference Prerequisite: Official Architecture and Integration Directorate (AFLCMC/XA) Multiple Award Indefinite Quantity Contract (MAC IDIQ) On Ramp. Notification released 12 Jan 2023 on SAM.Gov under FA8684-22-R-2007.

This pre-solicitation announcement notification does not commit the Government to contract for any supply or service whatsoever. Further, the Air Force (AF) is not seeking proposals, nor will it accept unsolicited proposals at this time. This is notification of prerequisite requirement and future OMS/UCI FOPR release outlined under opportunity in this notice.

Respondents are advised that the United States Government will not pay for any information or administrative costs incurred in response to future OMS/UCI FOPR. All costs associated with responding to the OMS/UCI FOPR will be solely at the party's expense. Not responding to the future OMS/UCI FOPR release, does not preclude participation in any future effort, if any is issued. ANNOUNCEMENT:

This is an announcement synopsis in accordance with FAR subpart 5.2 that the Open Architecture Collaborative Working Group (OACWG) consortium for the Open Mission Systems / Universal Command & Control Interface (OMS/UCI) Standards will be undergoing a new delivery order for FY24-25. This notice is not a Request for Proposal (RFP), nor is it to be construed as a commitment.

PREREQUISITE:

This delivery order will be under the new XA IDIQ which was awarded in December 2022. The XA IDIQ is going through a second on-boarding process starting on 31 Jan 2023. If your company wishes to be considered for the OACWG consortium as a working member, they must first propose to the XA IDIQ RFP and be awarded/on-boarded to the XA IDIQ under section "Systems Development". The pre-solicitation notice for the RFP released 12 Jan 2023 on SAM.Gov under FA8684-22-R-2007.

OPPORTUNITY:

The Open Architecture Management Office (OAMO) OMS/UCI contracting officer will send out a FOPR to all awardees under the XA IDIQ "Systems Development" category after final award of the XA IDIQ. Estimated release of FOPR on or after 1 May 2023. There will be a down select process upon submission of white papers. There is no guarantee of delivery order award, this is only an opportunity announcement.
