One Acquisition Solution for Integrated Services Plus (OASIS+) Total Small Business Set-Aside

September 23, 2024: In order to finalize the evaluation and award process for all OASIS+ solicitations, GSA is notifying offerors of a request for offer extension through April 20, 2025. This action is only applicable to existing offerors that submitted timely OASIS+ proposal(s) by October 20, 2023.

To facilitate this request, GSA has provided a fillable template letter which can be used to acknowledge this request and formally extend an offeror's proposal validity period (i.e. offer expiration date). A single offer extension letter may be submitted for ALL OASIS+ proposals submitted by an Offeror.

To extend an Offeror's OASIS+ proposal(s) validity, offerors must take the following actions:

  • Complete, sign, and submit the offer extension letter through the OASIS+ Submission Portal (OSP/Symphony) no later than 4:00 PM ET on October 8, 2024.

Note: Offerors are encouraged to use the provided template letter posted on SAM.gov to extend the proposal validity date. Offerors can also use a different format, such as a letter on company letterhead, as long as it clearly states that the offeror agrees to extend the offer expiration date for all submitted OASIS+ proposals through April 20, 2025 without conditions.

Offerors that do not respond and extend their proposal validity period will not be eligible for award if award is made after the current proposal expiration date (October 19, 2024). GSA cannot accept an expired offer to form a binding contract.

August 13, 2024: GSA's Office of Professional Services and Human Capital Categories (PSHC) has delayed the award of the OASIS+ Small Business contracts as a result of protests filed in response to the apparent awardee announcements posted on SAM.GOV and the unsuccessful offeror notifications issued on July 30, 2024.

As stated in the Agency's announcement on July 30, contract awards and Notices to Proceed (NTP) were scheduled to be issued on or around August 12, 2024. However, as a result of the protests, the contract awards/NTP dates are delayed (31 U.S.C. 3553). We hope to resolve the protests quickly and will share updates as soon as we are able.

Putting OASIS+ in place is of the utmost importance to our customers and industry partners, and we are committed to making awards as soon as possible.

Further updates and next steps will be communicated through SAM.gov and the OASIS+ Interact Community page.

July 30, 2024: The U.S. General Services Administration's Office of Professional Services and Human Capital (PSHC) Categories is pleased to announce the results of the OASIS+ Small Business Set Aside contract program evaluations.

Awardees : 1,383 small businesses will be awarded contracts across seven (7) domains. Barring size status protests and final responsibility determinations, the number of companies authorized to participate by domain follows:

Formal awards and notices to proceed (NTPs) for the Small Business contract will be sent to award recipients as early as August 12th, 2024 following award announcements to ensure contracts awarded contain the same period of performance and the fair opportunity pools are adequately populated for initial task order solicitations. The formal award and NTP milestone will mark the beginning of a five-year base period of performance (PoP), and, if exercised, one five-year option period.

All who submitted offers in response to solicitation 47QRCA23R0001 will receive formal notification of the evaluation outcome today, including successful apparent awardee and unsuccessful notices. All apparent awardees are reminded to ensure that their SAM.gov entity information is active, accurate, and complete as final responsibility reviews are required prior to award IAW FAR 9.104. If you do not receive an Offeror notification regarding your OASIS+ proposal by 4 PM PDT on July 30th, 2024, please send an email to oasisplus@gsa.gov.

GSA plans to reopen the OASIS+ solicitations, for open on-ramping, in FY 2025. Prospective vendors and those who received notification that they were unsuccessful during this initial round of evaluations are encouraged to continue working on their proposals in readiness for submission when the solicitation reopens. As a reminder, offerors must submit the signed amendment through the OASIS+ Submission Portal (OSP) no later than 4:00 PM ET on May 15, 2024. Response to Amendment 0006 is mandatory and offerors that do not respond to the amendment will be removed from award consideration. 22 April 2024: GSA released Amendment 0006 of the OASIS+ Small Business RFP. This action is only applicable to existing offerors that submitted a timely proposal for the OASIS+ Small Business RFP by October 20, 2023. Questions regarding this amendment must be submitted through the OASIS+ Submission Portal (OSP) and are due no later than 4:00 PM ET on April 25, 2024.

Offerors must take the following actions to respond to the amendment:

  1. Review the amendment, and comply with the provision at FAR 52.204-29 and the clause at 52.204-30.
  2. Review the updates made to the solicitation document.
  3. Submit the signed amendment through the OSP no later than 4:00 PM ET on May 15, 2024.
  4. Instructions on how to upload Amendment 0006 to Symphony can be found at the newly added link below.

The due date for response to this amendment is May 15, 2024. Response to Amendment 0006 is mandatory. Offerors that do not respond to the amendment will be removed from award consideration.

November 14, 2023: OASIS+ Initial Proposal Submission Period Closes

On October 20, 2023, GSA's Office of Professional Services and Human Capital Categories (PSHC) officially closed the initial proposal submission period for all six OASIS+ Request for Proposals (RFPs).

Thank you to our industry partners and customer agencies for your support and commitment to help us to build FAS's next generation best-in-class (BIC), multi-agency contract (MAC) program for complex, non-IT, services-based solutions.

Our next steps and primary focus in FY 2024 will be on ensuring OASIS+ is open for business. That includes evaluating proposals, awarding contracts, publishing an OASIS+ Ordering Guide, and creating and scheduling OASIS+ overview and Delegation of Procurement Authority (DPA) training.

Technical evaluations and awards will focus first on the OASIS+ Total Small Business offers since the legacy OASIS Small Business contract end date of December 19, 2024 is fast approaching. OASIS Unrestricted in contrast will expire on March 1, 2025. Our goal is to have ordering period overlaps between the two programs throughout the award phase to avoid unduly interrupting acquisition planning cycle times for our customer agencies.

The OASIS+ Program acquisition strategy includes reopening the solicitations for qualified offerors to submit proposals following the initial tranche of contract awards. A notional timeline for when that may occur will be shared as we move through source selections, make awards, issue Notice(s) to Proceed (NTPs), etc.

In the meantime, OASIS+ prospective offerors are encouraged to:

  • Continue to monitor the OASIS+ Interact Page for program updates
  • Continue to monitor the OASIS+ Submission Portal (OSP) and emails because if clarifications are required, the OASIS+ team may be reaching out in the months to come

October 10, 2023: This update is to notify industry that the OSP updates outlined in Amendment 0005 for all six OASIS+ RFPs have been completed.

The following OSP/Symphony functionality updates have been made:

  • Added a field to allow an Offeror to input the period of performance for Single Award Indefinite Delivery, Indefinite Quantity contracts, Blanket Purchase Agreements, or Basic Ordering Agreements for the purpose of validating whether a Collection of Task Orders was completed within five years before June 15, 2023. This update aligns the OSP functionality with the RFP at Section L.5.2.1.
  • Corrected error messages regarding RFP Section L.5.8 submissions for populated and unpopulated joint ventures.
  • Added a message to SB Utilization under the Unrestricted RFPs, indicating a CPARS is no longer the sole rating for SB Utilization. Offerors may use any of the acceptable past performance assessment ratings in lieu of CPARS. This change was previously reflected in Amendment 0004 and aligns with RFP Section M.6.6.

Reminders

  • Offers submitted prior to release of Amendment 0005, issued on September 21, are not required to re-submit.
  • Prospective offerors should continue building and submitting their proposals.
  • The proposals for all six OASIS+ RFPs are due no later than 4:00 p.m. Eastern Time (ET) on October 20, 2023. The system will close down promptly at 4PM ET on October 20, 2023, and no late proposals will be accepted.

September 21, 2023: GSA has issued Amendment 0005 for all six OASIS+ RFPs on SAM.gov. This amendment reflects changes to the RFPs as identified in the SF 30 Continuation Sheet for each solicitation, including the following:

  • Revised Section L.3.4 to extend the deadline for submission of proposals. Offers are due no later than 4:00 p.m. Eastern Time (ET) on October 20, 2023.
  • Added language in Section L.5.1.4, Meaningful Relationship Commitment Letters (if applicable), pertaining to acquired companies for which a novation is in process, but not yet approved, or will not be processed. Also clarified that the entity being used by way of a MRCL must be registered in SAM.gov and have a corresponding UEID Number.
  • Minor clarification made to Section L.5.2.1, Qualifying Project Experience, and Section L.5.3 (Item 4), Federal Prime Contractor Experience.
  • Minor correction made to the last sentence in Section L.5.6.2, Past Performance (when CPARS information does not exist).

OSP/Symphony Functionality

  • A field will be added in the OASIS+ Submission Portal (OSP) to allow an Offeror to input the period of performance for Single Award Indefinite Delivery, Indefinite Quantity contracts (IDIQs), Blanket Purchase Agreements (BPAs), or Basic Ordering Agreements (BOAs) for the purpose of validating whether a Collection of Task Orders was completed within five years before June 15, 2023. This update will align the OSP functionality with the RFP at Section L.5.2.1.
  • Error messages will be corrected regarding RFP Section L.5.8 submissions for populated and unpopulated joint ventures.
  • For SB Utilization under the Unrestricted RFPs, the drop-down list within the OSP will be updated to indicate that an Offeror may use any of the acceptable past performance assessment ratings. This change was previously reflected in Amendment 0004 and aligns with RFP Section M.6.6.

The above updates to the OSP will be completed no later than October 9, 2023. Subsequent Interact and SAM.gov announcements will be posted to confirm when updates to the OSP are live.

September 14, 2023: GSA has issued Amendment 0004 for all six OASIS+ RFPs on SAM.gov. This amendment reflects the following clarifying instructions for all six RFPs:

  • Revises language in Section L.5.1.7 and L.5.1.7.3 to clarify verification documentation requirements on claiming relevant experience from a joint venture other than the offering entity (if applicable).
  • Revises Section M.6.6 to clarify the Offeror can use CPARS, Attachment J.P-6, or a form in a format of the offeror's own choosing which addresses all of the evaluation areas outlined in Attachment J.P-6 in accordance with Sections L.5.6.1 and L.5.6.2.
  • Updates multiple Section I clauses with most recent versions (September 2023).
  • Adds clarifying instructions to Attachment J.P-3.
    • NOTE: A revised J.P-3 form has been uploaded to SAM.gov, but the form will not be changed in the OASIS+ Submission Portal (OSP). All previous versions of the J.P-3 will be accepted.

The amendment includes the planned final round of responses to questions submitted during OASIS+ RFPs Q&A period that ended July 14. Please note that PSHC will not respond to all questions submitted during the Q&A period since many were duplicates and others have been addressed through amendments to the solicitations. August 15, 2023: GSA has issued Amendment 0002 for all six OASIS+ RFPs on SAM.gov. This amendment reflects several changes to the RFP as identified in the SF30 Continuation Sheets for each RFP. A summary of changes are outlined below:

  • Revised and clarified Section K and Section L submission instructions for representations and certifications.
  • Revised requirements for offerors claiming experience as a member of a joint venture.
  • Made significant organizational changes to clarify Qualifying Project - Relevance criteria.
  • Revised and clarified Past Performance language in Section L and M.
  • Added clarifying changes and minor revisions to Cost/Price, and the associated Cost/Price attachments.
  • Revised multiple attachments based on industry feedback. Instructions have been clarified in many of these attachments to help industry understand their intended usage. Formatting has also been fixed in some of these attachments.

Q&As

The first round of responses to questions submitted by industry regarding the OASIS+ RFPs have been released. The initial focus is FAQs. The remaining responses to questions will be released in subsequent amendments by the end of August via SAM.gov and Interact blog. We do not expect any substantial changes to the acquisition strategy.

OSP/Symphony Functionality

The OSP pricing submission functionality for uploading and populating pricing files and the OSP-generated version of the Project Verification Form will be available no later than Friday, August 18, 2023. In addition to this critical functionality, we are making more enhancements and plan to release them no later than Monday, August 28, 2023.

July 24, 2023: On July 14, 2023, GSA officially closed the question and answer (Q&A) period for all six OASIS+ RFPs. The agency received more than 4,500 questions. GSA plans to release Q&A responses in batches in the coming weeks and will notify industry via SAM.gov and the OASIS+ Interact Community.

Reminder: The OASIS+ Submission Portal (OSP) Pricing Submission Application functionality for uploading and populating pricing files is currently under development. All other functions are available for offerors to begin to prepare their proposals; however, the system will not allow submission of an offer until the pricing module is operational. We encourage offerors to continue building proposal submissions and viewing live scoring on OSP and to monitor this forum for updates.

July 5, 2023: GSA issued Amendment 0001 for all six OASIS+ RFPs on SAM.gov which reflects changes to two RFP attachments and clarifies past performance as it relates to qualifying project submissions.

Q&A Deadline: This amendment also extends the deadline for submitting questions to no later than 4:00 p.m. ET on July 14, 2023 to provide offerors additional time to review RFPs, explore the OASIS+ Submission Portal (OSP/Symphony), and provide feedback. Questions received after the deadline may not be answered. Please note that questions must be submitted via the OSP/Symphony.

OSP/Symphony: This posting also provides an update that offerors may start building proposal submissions and see live scoring, effective July 3, 2023. The OSP will reflect changes made to Attachment J.P-3, Project Verification Form, as a result of Amendment 0001 on/around July 10, 2023.

The OASIS+ Submission Portal (OSP) is open for registration. Industry is instructed to review the solicitation requirements on SAM.gov and view the pre-proposal conference. Offerors are also encouraged to review the RFP Cover Letter which provides additional details and industry FAQs.

The OASIS+ Small Business CO is the sole point of contact for all questions under this solicitation. Industry is welcome to submit any questions after viewing the pre-proposal conference and upon registering in OSP. Offerors must submit all questions regarding the solicitation via the OSP no later than July 6, 2023 @ 4:00 PM EST. Questions not submitted via the OSP will not be answered. Background
The OASIS+ Program is a multi-agency contract program for complex, non-IT, services-based solutions. The goal of the program is to build FAS’s next generation best-in-class (BIC) program.
