Background
This solicitation is for Facility Investment services for Barge and Tug services for Oily Water and Waste Oil (OWWO) transport, between Naval Station Norfolk (NSN) and Craney Island Fuel Depot (CIFD). The contract is issued by the Commander, Naval Facilities Engineering Command, Mid-Atlantic Division, Acquisition Core in Norfolk, Virginia. The contract is an Indefinite Delivery/Indefinite Quantity Contract with Recurring and Non-Recurring Services as noted in Section L, Instructions, Conditions, and Notices to Offeror.

Work Details
The work includes providing all labor, management, supervision, tools, material and equipment necessary to perform facility investment services for Barge and Tug Services for Oily Water and Waste Oil (OWWO) Transport between Naval Station Norfolk (NSN) and Craney Island Fuel Depot (CIFD). This involves OWWO loading and offloading at NSN and CIFD, barging operations between NSN and CIFD, tug boat operations for timely docking and un-docking. The work will be performed at Naval Station Norfolk (NSN), Craney Island Fuel Depot (CIFD), and the transportation of Oily Water and Waste Oil between the two locations.

Period of Performance
The contract contains provisions for a Base Period with four Option Periods, not to exceed a total of sixty months. The period of performance will be determined at the time of award.

Place of Performance
The work will be performed at Naval Station Norfolk (NSN), Craney Island Fuel Depot (CIFD), and the transportation of Oily Water and Waste Oil between the two locations.
