This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
Competitive quotes are being requested under W912HZ21Q2753. The associated North American Industry Classification System (NACIS) code for the procurement is 532490 (Other Commercial & Industrial Machinery & Equipment Rental and Leasing) and the Small Business size standard is $32.5 million. The US Army Corps of Engineers, Engineer Research and Development Center has a requirement for Office Trailers and Restroom Unit.
In order to receive an award, all contractors must be registered in the System for Award Management under above NAICS code.
This procurement is being competed as Full and Open/Unrestricted and in accordance with regulations at FAR Part 12, Acquisition of Commercial Items.
The rental period is for one year with an option for an additional 12 months.
If Terms and Conditions are included with the quote, ONLY include those Terms and Conditions in which you would not be willing to accept an award unless included. Reference to a link to obtain any type of binding terms is unacceptable.
The government intends to make a single award for this requirement. It will be awarded as a Firm Fixed Price contract. Quotes for less than the required items will not be accepted. The government intends to award without discussions while reserving the right to communicate with offerors if determined advantageous to the government. Offerors are encouraged to provide their best quoted pricing in their initial quote.
FAR Clause 52.212-2 - Evaluation Factors - Commercial Items:
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
All quotes submitted will be evaluated for (1) Technical Capability and (2) Price.
Price - The government will issue an award to the offeror whose quote is the Lowest Price of those determined to meet at least the minimum requirements to be determined Technically Capable. Offeror's are encouraged to propose their best price. The Government will evaluate offers for award purposed based off the bottom line total inclusive of any options.
Technical Capability is defined as the documented capability to meet the minimum requirements of the project as specified in this solicitation and the attached specifications, including evidence of the offeror's capability to provide the service specified and the ability to meet the Delivery Date.
It is not the intent of the government to enter into negotiations. It is incumbent upon the offeror to submit sufficient documentation and information for the Government to determine technical capability and quoted price. Failure to submit sufficient information for the government to determine technical capability and quoted price may be cause for rejection of your quote. An award will be made on the basis of the lowest evaluated price, including options (IAW 52.212-2(b)), of quotes meeting or exceeding the acceptability standards for non-cost factors.
Before a complete evaluation of your quote can be made offerors must provide "Offeror Representations and Certifications" for their company. The preferred method for providing Reps & Certs is to include this information in your SAM registration. Offerors who do not include their Reps & Certs in their SAM registration must print, complete, and include FAR Clause 52.212-3 Alt I, Offeror Representations and Certifications - with their quote package.

General Information
This contract is to provide 5 Office Trailers and 1 Restroom Trailer to support the needs of visiting researchers at the USACE Field Research Facility. An option is included to extend the lease of the 5 office trailers for an additional year if needed.
Contractor Requirements The contractor shall provide:
YEAR 1:
1. A total of 5 Office Trailers 36 ft x 10 ft are required for 12 months. The 36 x 10 office trailers have 32 ft x 10 ft boxes and 4 ft of hitch. The 32 ft x 10 ft is the critical dimension to provide adequate office space. The office trailers will have electrical circuit breaker panels, windows, and heating and cooling. An open floor plan for trailers is desirable with no or 1 private office. Office trailers should not have restrooms. There are no preferences on flooring types or wall color. Cleaning will be the responsibility of USACE. For the exterior, there is no preference for color or siding material and the trailers do not need to match. No skirting required. No semi-permanent decking is required. Access will be solely via stairs or ramp.
***One of the office trailers shall comply with the Americans with Disabilities Act (ADA).
Trailers (excluding the Restroom Unit) will be furnished with the following:
a. Four sturdy 5 to 8 foot tables with wooden top, can be folding or fixed leg. Tables do not need to be chemical or heat resistant.
b. Eight chairs (manager type with padding and arm rests). Fabric or mesh chairs, rolling. No preference if mid or high back. Adjustable height, arm rests, and lumbar is preferred but not required. No color preference.
c. Mini-fridge (4 cu ft minimum), Coffee Maker (8 cup minimum), Microwave (any size), and minimum of 1 Trash Can per trailer. Trash cans should be minimum 5 gal and can be any color.
2. A total of 1 Restroom Trailer 36 ft x 10 ft unit is required for a four (4) month period. Restroom will have a minimum of 3 stalls. Separate exterior entrances are preferable but separate male and female entrances are acceptable. The restroom trailer is the only trailer within this requirement that has a larger location to accommodate a trailer of a different size up to 52 ft x 12 ft.
OPTION 1/YEAR2:
1. A total of 5 36 ft x 10 ft office trailers are required for an additional 12 months. There shall be no installation cost associated with the option year rental as the trailers will still be on work site. 1 of the 5 trailers will be ADA compliant.
Trailers will be furnished with the following:
a. Four - 5 to 8 foot tables
b. Eight chairs (manager type with padding and arm rests)
c. Mini-fridge, Coffee Maker, Microwave, and Trash Can
The contractor will provide the delivery and installation that includes tie-downs, removal of tie downs, block and leveling. At the end of the Period of Performance the contractor is responsible for teardown and pick up of the trailers. This site has adequate access and pavement to accommodate an oversize delivery vehicle. The site pads have already been prepared by USACE. This site is located on the coast and can experience very strong winds. Tie-downs shall be suitable for this type of environment.
Period of Performance: Five (5) 36 ft x 10 ft Office Trailers 12 months from Date of Installation
Five Office Trailers 12 months from Exercise of Option 1/Year 2
One (1) Restroom Trailer 4 months from Date of Installation
Delivery: (Any lead time required shall be notated with submission of quote.)
OFFICE TRAILERS SHALL BE DELIVERED NLT July 1, 2021.
RESTROOM TRAILER shall be delivered by NLT August 4, 2021.
All Permits are the responsibility of the contractor.
