Background
The Office of Disaster Recovery and Resilience (ODRR) of the U.S. Small Business Administration (SBA) aims to connect individuals, businesses, and private non-profits with disaster assistance programs.

The ODRR's mission is to enhance disaster recovery outcomes and economic resilience by aiding communities in preparing for, responding to, recovering from, and mitigating disasters. This contract will support the ODRR team in providing incident management support, developing technical assistance materials, and delivering robust analytical support for decision-making processes related to disaster declarations.

Work Details
The contractor will provide a range of services under this IDIQ contract including:
1. **Data Analytics Expert Products Support**: Delivering system-of-systems products support involving analysis, design, development, systems re-engineering, configuration management/change management (CM), Extract, Transform, Load (ETL) optimization, API solutions, systems administration, quality assurance (QA), test and evaluation (T&E), and operations and maintenance (O&M). The contractor must also assess opportunities to incorporate Artificial Intelligence (AI) and Machine Learning (ML) into disaster recovery efforts.
2. **Standardization of Field Operations Center Policy and Procedures**: Standardizing operational procedures between field operations east and west to streamline practices such as reporting structures and administrative functions.
3. **Data Analytics Expert Services Support**: Providing analytic services including data analytics for performance optimization, spatial analysis for situational awareness across SBA operations, and Geographic Information System (GIS) mapping for environmental programs.
4. **Personnel Requirements**: The contractor must provide qualified personnel including senior consultants with extensive experience in consulting assignments related to disaster recovery.

Period of Performance
The IDIQ contract will be effective from the date of award for one base year with four one-year option periods that may be exercised unilaterally by the SBA. Work on issued task orders may extend up to one year beyond the effective period of this IDIQ.

Place of Performance
The primary place of performance will be at SBA's facility in Washington, DC or field office locations throughout the United States on a temporary duty basis. Work may also be performed at the Contractor’s facility or remotely as required.
