The NAICS Code for this procurement is 541330 Engineering Services, Marine Engineering and Naval Architecture. The size standard is $41,500,000.00.

This procurement is for a Multiple Award Contract, with a Cost Plus-Fixed Fee (CPFF) and Firm-Fixed Price (FFP) pricing structure to provide Engineering services. The contract term is anticipated to be a 60 month order period with Option to extend for an additional six(6) months under the FAR 52-217-8, Option to Extend Services Clauses (Nov 1999) and under FAR 52.217-9 Option to Extend the Term of the Contract (Mar 2000).

This contract will replace a contract for similar services awarded in 2018 for $245M. Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information.

Interested parties should respond no later than 4:00 PM PDT on 14 August 2022.

18. The proposed contract listed here is being considered for 100 percent set-aside for small business (SB). Interested SB concerns should, as early as possible but not later than 15 days of this notice, indicate interest in the acquisition by providing to the contracting office evidence of capability to perform and a positive statement of eligibility as a small business concern. Please provide your organization's small business category (8a, HUBZone, SDVOSB, EDWOSB, WOSB). If adequate interest is not received from SB concerns, the solicitation will be issued as unrestricted without further notice.

The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, along with a cost and price proposals for evaluation by the Government.

Offerors can view and/or download the solicitation, and any attachments, at the PIEE Solicitation Module when it becomes available. Information regarding the PIEE Solicitation Module will be provided on the solicitation; Offerors are responsible for ensuring they are familiar with the PIEE Solicitation module.

It is the responsibility of the interested parties to review the referenced web link frequently for updates. No paper copies of these documents will be issued. Offerors must be registered in the System for Award Management (SAM) database at https://www.sam.gov in order to participate in this procurement.

THIS IS A SOURCES SOUGHT NOTICE ONLY. THERE IS NO SOLICIATION AVAILABLE AT THIS TIME. Information provided will be used to improve our understanding of market capabilities and identify qualified vendors in support of developing our acquisition approach. Responses from prospective contractors must be limited to no more than 10-15 pages max.
