The purpose of Amendment 0002 is to incorporate new Wage Determination No.: 2022-0010
Revision No.: 8, dated 06/25/2024, into Solicitation 1605C3-24-R-00009 (see "Attach J.4- Region WD - 1605C3-24-R-00009-Updated.xls).

The proposal due date and time have been extended to July 1, 2024, at 10:00 AM.

Amendment 0001

The submission deadline has been extended until Friday, June 28, 2024 at 05:00 PM Eastern Time.

The purpose of this amendment is to:

1. Provide responses to submitted questions, as detailed in 'Attachment J2 QA Spreadsheet - consolidated list',
2. Provide updates to the Performance Work Statement (PWS), changes are highlighted in the continuation pages of the Amendment,
3. Incorporate the updated pricing sheet 'J.3. Pricing Template - 1605C3-24-R-00009 - updated',
4. Update the Detailed Management Plan (DMP) overview to reflect current information as shown in 'DMP Overview Updated',
5. Update the List of Proposed Contractor Personnel spreadsheet as shown in 'J.7 List of Proposed Contractor Personnel Template updated.'

The U.S. Department of Labor, Office of Workers' Compensation Programs (U.S. DOL OWCP) has a requirement for Nurse and Vocational Rehabilitation Case Management Services (NVRS) for the Nurse Intervention Program and Vocational Rehabilitation Program.

The Government anticipates awarding a single award fixed priced contract from this solicitation.

Background
The U.S. Department of Labor, Office of Workers' Compensation Programs (OWCP) has a requirement for Nurse and Vocational Rehabilitation Case Management Services (NVRS) for the Nurse Intervention Program and Vocational Rehabilitation Program. The FECA program provides medical benefits, wage-loss replacement, survivors' annuities, and other benefits to employees of the United States or their survivors when the employee is injured or dies in the course of employment. The LHWCA program's vocational rehabilitation program aims to support injured workers in returning to work and minimizing lost time from work due to disability.

Work Details
The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to provide Registered Nurse and Vocational Rehabilitation Counselors Case Managers for the Nurse Intervention Program and Vocational Rehabilitation Program for the OWCP. This includes providing telephonic or in-person case management services, making timely contact with injured workers, coordinating vocational testing, developing rehabilitation plans, facilitating medical and vocational rehabilitation services, assisting with return-to-work goals through reemployment with previous employers or new employers, closing assignments as directed, ensuring timely submission of reports and other required documentation, complying with applicable provisions of the Privacy Act of 1974, ensuring timely delivery of all pertinent case documents supplied by the FECA/LHWCA program to Contractor’s RCs, FNs, and TNs as required by this PWS.

Period of Performance
The period of performance is one base period from August 29, 2024, to August 28, 2025, with four option periods of 12 months each. The option periods are from August 29, 2025, to August 28, 2026; August 29, 2026, to August 28, 2027; August 29, 2027, to August 28, 2028; and August 29, 2028 to August 28, 2029.

Place of Performance
The services shall be provided nationwide for FECA/LHWCA injured workers residing within the U.S. and its territories.
