Nuclear Detonation Human Survivability Modeling (NDHSM)

ID: ACRRDNTS222131 • Type: Justification

Description

The contractor shall develop, validate, implement, and employ the HENRE tool that: 1) addresses nuclear weapon environments, especially the nuclear battlefield and urban settings, 2) support mechanistic and physiological casualty models to predict military and civilian patient outcomes, and 3) support Combatant Commander targeting, consequence assessment, medical planning, and combat effectiveness applications. Validation efforts may include peer review, code comparison, experiments and hardware simulations. The HENRE tool shall be interfaced to DTRA's Nuclear Capabilities Services (NuCS), Integrated Weapons of Mass Destruction Toolset (IWMDT), and DoD High Performance Computers (HPCs), in support of the United States Strategic Command (USSTRATCOM) requirements. Similarly, the HENRE tool shall output patient condition codes that will serve as input for the Medical Planning Toolkit (MPTk) and the Joint Medical Planning Tool (JMPT), in support of Joint Surgeon requirements. The contractor shall focus on developing both fast running applications and high-fidelity applications that are not run-time sensitive.

Background
The contractor shall develop, validate, implement, and employ the HENRE tool that addresses nuclear weapon environments, especially the nuclear battlefield and urban settings. The tool will support mechanistic and physiological casualty models to predict military and civilian patient outcomes, as well as support Combatant Commander targeting, consequence assessment, medical planning, and combat effectiveness applications. Validation efforts may include peer review, code comparison, experiments, and hardware simulations. The HENRE tool shall be interfaced to DTRA's Nuclear Capabilities Services (NuCS), Integrated Weapons of Mass Destruction Toolset (IWMDT), and DoD High-Performance Computers (HPCs) in support of the United States Strategic Command (USSTRATCOM) requirements. Similarly, the HENRE tool shall output patient condition codes that will serve as input for the Medical Planning Toolkit (MPTk) and the Joint Medical Planning Tool (JMPT) in support of Joint Surgeon requirements. The contractor shall focus on developing both fast running applications and high-fidelity applications that are not run-time sensitive.

Work Details
The contractor is required to develop, validate, implement, and employ the HENRE tool with specific functionalities including addressing nuclear weapon environments, supporting casualty models for predicting patient outcomes, interfacing with various tools and systems such as NuCS, IWMDT, and HPCs, as well as outputting patient condition codes for further use in medical planning. The validation efforts may involve peer review, code comparison, experiments, and hardware simulations. Additionally, the contractor is expected to focus on developing both fast running applications and high-fidelity applications that are not run-time sensitive.
