Department of Commerce Enterprise Services -Acquisitions (ES-A) is requesting quotes from vendors who are capable of supporting the development, administration and management of three (3) grant programs: Tribal Broadband Connectivity Program, Broadband Infrastructure Program, and Connecting Minority Communities Pilot Program. These grants will enable consumers and businesses in unserved and underserved areas of the United States to access broadband services. The National Telecommunications and Information Administration (NTIA) is required to issue these new grant programs in an expedited timeframe.
The Department of Commerce Enterprise Services is seeking quotes for the Broadband Grants Management Program. The purpose of this program is to provide federal assistance for broadband service development and expansion in response to Covid-19 relief efforts. The program includes three grant programs: the Tribal Broadband Connectivity Program, the Broadband Infrastructure Program, and the Connecting Minority Communities Pilot Program. The contractor will be responsible for program administration, application review process, communications and outreach, grants administration and post-award, technical assistance, and management support. The period of performance consists of an 18-month base period, three one-year option periods, and one 6-month period of performance.

The Department of Commerce intends to award a Firm Fixed Price Task Order in accordance with FAR Part 8.405 and Part 8.405-2. The task order will be awarded against GSA's Multiple Award Schedule (MAS), Category 541611-Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services. The proposals are due by May 12, 2021, at 2:00 pm Eastern Standard Time (EST). The place of performance for this contract is not specified.

The contractor will be evaluated based on their management approach and technical capabilities, personnel qualifications, organizational experience, past performance, and price proposal.
