NOTICE OF INTENT TO AWARD A SOLE SOURCE

This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements.

The Naval Research Laboratory (NRL) intends to award a sole source purchase order to RTDS Technologies Inc.; Winnipeg, Manitoba Canada to furnish:

NovaCor based RTDS power system simulator

• RTDS mainframe (RTDS Technologies):
  • (RTDS Technologies system as configured and quoted)
  • Must be RTDS Technologies brand NovaCor hardware, running RTDS Technologies brand RSCAD software:
    • Rationale: This is necessary to ensure native compatibility with the existing DOD/DOE systems, to leverage existing code/models, which use the proprietary RTDS Technologies software language, libraries, and drivers.
  • Capable of grid simulation step size >1us with >700 nodes total.
    • Rationale: To simulate models of the desired complexity, and meet mission requirements.
  • Giga-Transceiver Analog(ue) Output (GTAO) card - capable of driving >100 analog outputs simultaneously at +/-10V unbalanced, DC coupled.
    • Rationale: To interface with hardware external to the RTDS, and meet mission requirements.
  • GTSYNC Synchronization card - Capable of synchronizing to external time source with 1 pulse-per-second (1PPS) signal via a BNC coaxial connector.
    • Rationale: To provide the required precise timing, and meet mission requirements.

The North American Industry Classification System Code (NAICS) for this requirement is with the size standard of 541512. The Federal Supply Code (FSC) / Product Service Code (PSC) procurement is 6625 .

This notice is being published by NRL in accordance with Federal Acquisition Regulation (FAR) Par 5.201 requiring notice of a proposed contract action. The statutory authority for this sole source action is 41 U.S.C. 3304(a)(1) as implemented by FAR 6.302-1.

The contemplated contract will be a Firm Fixed Price (FFP) type action. This notice is NOT a request for proposals or competitive offers. However, the Government shall consider all responses received within five days of this posting. Interested parties may identify their interest and capability to respond to the requirement.

A determination by the Government to compete, or not, will be based on the responses received, and is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement. NRL is not responsible for any costs incurred by interested parties in responding to this notice.

Interested parties may identify their interests and capability to respond to this requirement within fifteen (15) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
