Description

The Naval Supply (NAVSUP) Systems Command, Fleet Logistics Center Jacksonville (FLCJ), FL intends to issue a sole source award utilizing Simplified Acquisition Procedures for U.S. Naval Forces Southern Command (COMUSNAVSO) to KVH Industries, Inc., to provide antenna airtime and maintenance to support the Combined Enterprise Regional Information Exchange System (CENTRIXS) Fly Away Kits (CFAK) utilizing the KVH Trac-Phone V3-HTS antenna system and airtime plans. The CENTRIXS Fly Away Kits are utilized for UNITAS and PANAMAX JCS exercises with Partner Nations. Maintenance on the KVH V3-HTS antenna systems is required to be serviced and repaired locally within a 72-hour turnaround time to ensure operations are not impacted.

The Government intends to issue a firm-fixed price sole source award to KVH Industries, Inc. KVH Industries is the Original Equipment Manufacturer (OEM) of the V3-HTS hardware systems that contains proprietary hardware and software that works exclusively on the KVH broadband network.

The applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 517410, Satellite Telecommunications and potential Product Service Code (PSC) is D304 IT and Telecom - Network As A Service with a Standard Business of $44M.

This notice of intent is for information purposes only. All sources that believe they are eligible to provide this requirement must respond in writing.

Responses must be supported with clear and convincing evidence to clearly articulate the ability and technical representation to provide this requirement as outlined above.

A request for documentation will not be considered as an affirmative response. If no responses are received within three (10) calendar days after publication of this notice, to the effect that technical acceptable items are available and that it is more advantageous to the Government than obtaining this product through a sole-source contract, then a sole-source acquisition award will be made to KVH Industries, Inc.

Background
The Naval Supply Systems Command, Fleet Logistics Center Jacksonville (FLCJ), FL intends to issue a sole source award to KVH Industries, Inc. for providing antenna airtime and maintenance services to support the Combined Enterprise Regional Information Exchange System (CENTRIXS) Fly Away Kits (CFAK). This contract is aimed at supporting U.S. Naval Forces Southern Command (COMUSNAVSO) in their missions with South American Partner Nations during exercises such as UNITAS and PANAMAX.

KVH Industries is the Original Equipment Manufacturer (OEM) of the V3-HTS hardware systems, which contain proprietary technology that operates exclusively on the KVH broadband network.

Work Details
The contractor will be responsible for providing airtime services and maintenance plans for the KVH V3 HTS antennas. The specific tasks include:
1. Providing the V3 HTS M1GB-P Airtime Plan for 10 months at a unit price of $1,700.00;
2. Providing the V3 HTS M2GB-P Airtime Plan for 2 months at a unit price of $19,850.00;
3. Offering technical support as needed;
4. Managing overage charges associated with usage beyond the contracted limits.

Maintenance on the KVH V3-HTS antenna systems must be serviced and repaired locally within a 72-hour turnaround time to ensure uninterrupted operations.

Period of Performance
The contract will have a Base Period of 12 months with two additional option periods of 12 months each.

Place of Performance
The services will be performed locally, although specific geographic locations are not detailed in the solicitation.
