THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE NON-PERSONAL SERVICES CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division - West (HCD-W), San Diego, intends to negotiate and award a firm fixed price contract for the Sterrad 100NX Annual Preventive Maintenance. These services are required for Government-owned Advanced Sterilization Products Services Inc. manufactured Sterrad 100NX Systems, Outside the Continental of the United States (OCONUS) in support of United States Naval Hospital Okinawa (USNHO), Japan in accordance with Federal Acquisition Regulation FAR 13.106-1(b)(1)(i), only one source being available to meet the Government's needs, to:

The Product Service Code (PSC) is J065 Maintenance, Repair and Rebuilding of Equipment: Medical, Dental, and Veterinary Equipment and Supplies.

The objective of this sole source award is to procure services for USNHO. USNHO requires for an annual preventive maintenance (PM) of Government-owned Sterrad 100NX equipment. Okinawa Medico Co., LTD is the sole local vendor capable of providing preventive maintenance services in strict accordance with the Original Equipment Manufacturer (OEM) checklists for the Sterrad 100NX. Only OEM parts are permitted for all preventive maintenance and necessary repairs to the Sterrad 100NX sterilizer equipment. In alignment with NAVMED P-5132 Equipment Management Manual (Rev.12-2015), section 10-4 (7), which states, All work must be performed by the contractor with OEM service training on the products for which they will perform service,' the contractor must be an OEM-authorized maintenance contractor for the covered equipment/systems. This ensures that OEM services are provided and maintained according to the OEM terms and conditions.' Consequently, only personnel trained and certified by the OEM are authorized to work on the equipment. Failure to meet this requirement jeopardizes equipment functionality and, by extension, patient safety.

This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required services for United States Naval Hospital Okinawa. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.

Background

Okinawa Medico Co., LTD is identified as the sole local vendor capable of providing these services in strict accordance with Original Equipment Manufacturer (OEM) requirements.

Work Details
The contractor shall perform preventive maintenance (PM) services according to the OEM’s PM checklists for STERRAD 100NX. Full services will be performed on-site two times annually, preferably in February and August. Services include technical inspection, adjustment, cleaning, and replacement of parts to maintain equipment functionality.

The contractor will also provide emergency services and corrective maintenance not exceeding twenty-four times per contract year, along with unlimited 24/7 phone service support. The contractor must be an OEM-authorized maintenance contractor, ensuring that only personnel trained and certified by the OEM are authorized to work on the equipment. Reporting to Biomedical Repair personnel before and after service is required, including submission of service slips detailing maintenance performed.

Base Year: 25 Sep 2024 – 24 Sep 2025; Option Year 1: 25 Sep 2025 – 24 Sep 2026; Option Year 2: 25 Sep 2026 – 24 Sep 2027; Option Year 3: 25 Sep 2027 – 24 Sep 2028; Option Year 4: 25 Sep 2028 – 24 Sep 2029.
