Government hereby submits a notice of intent to award a sole source Firm-Fixed-Price contract to GE Precision Healthcare for commercial-off-the-shelf (COTS) GE Viewpoint 6 Software Agreement Renewal . This purchase will be made utilizing Simplified Acquisition Procedures in accordance with Federal Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000. The contract is for delivery of services. GE Precision Healthcare is the only source available to provide Viewpoint 6 Software and its renewal software. The total estimated value is $67,800.00. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of Naval Medical Center Portsmouth. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is not a request for quote or proposals. Background
The Naval Medical Center Portsmouth intends to award a sole source Firm-Fixed-Price contract to GE Precision Healthcare for the commercial-off-the-shelf (COTS) GE Viewpoint 6 Software Agreement Renewal. The contract is for delivery of services, and GE Precision Healthcare is the only available source for the Viewpoint 6 Software and its renewal software. The total estimated value of the contract is $67,800.00. The determination not to compete this proposed contract action is solely within the discretion of the Government.

Work Details
The contract includes the renewal of Viewpoint 6 Software for fiscal years 2024 to 2028. The contractor is required to provide software, software license, maintenance, and technical support on the ViewPoint License as described in the solicitation. The vendor's price should be inclusive of all costs including labor, parts, travel, shipping, and software license fees. They are also expected to provide support during normal work hours and unlimited phone support during regular business hours and 24/7 web support. Additionally, they must provide all software maintenance releases as soon as possible after release but no later than 14 days after release.

The period of performance for the contract spans from October 1st, 2023 to September 30th, 2028.
